 Call to order at 7:00 pm by President Knoup.

 Members answering roll call: President Knoup, Bob Asche, Jim Westaby, Will Backus, Dave Dixon, Larry Johnson, Jamie Melville and Cheryl Liebenstein.

 The minutes from the September meeting were reviewed and accepted without dissent by Larry. Second by Dave. Motion Carried.

The Committee made a motion to pay all bills as presented, with additions and corrections added. Second by Jim. Motion carried.

 Motion to approve the treasurer report as presented, by Will.

Second by Jim. Motion carried.

Visitors

 Fehr-Graham noted that there was a meeting on the Sewer Lagoons and that work cannot be started until we receive a permit from the DNR.  This should be here within the month. The lift stations are back in service. Our grant for the Waste Water project has been extended for one year since it will not be completed this year.

Flood Buy-Out – Freidenbach Appraisers have started and will submit 6 appraisals now that have been completed.  The Appraiser will be doing the appraisals in blocks of 5-6 for each submission. These should all be completed by the end of November.

Demolition will not be started this winter. 

The Village will get reimbursed for our prior cost by IEMA, beginning December 2011.

Jon Schubert was present to give a review of the annual audit. He suggested we make changes in the segregation of duties and several journal entries need to be adjusted.

Our revenues have remained the same for the last several years.  Our expenditures have increased by 13% due to ongoing TIF projects.

 Streets & Alleys

 Jim met with Fehr-Graham to get pricing for street maintenance on First Street and North Street. 

We are still waiting for blacktop for the parking lanes on Summit Street.

The sidewalk has been completed at the Library and School.

 WATER & SEWER

Dave checked water prices from Lanark, Lena and Freeport.  We are a little low on the sale of water, but not much.  Dave recommends no changes be made in our pricing.

CEMETERY

 We had a headstone that was placed in the wrong spot. This has been moved and charged to the Village as it was our error. 

Will has requested that Rob place a trash can at the cemetery.

The committee recommends that we increase our price for lots by $150.00. This increase will keep us at the low end of area prices.

Will made a motion to increase the plot prices to $350.00/half plot (2) and $450.00/full plot (4).  Motion was second by Jim.  Motion carried.

 BUILDINGS AND GROUNDS

 Police

New radios have been ordered.

Larry noted that the coverage hours are low.

Will noted that the information for all the Ordinances is now uploaded to the Police laptop.

 Trick or Treat hours will be October 31st from 5-7pm

The committee has a new tower contract with Jay Butson.  Not all of the changes have been made.  Judd will need to look at it before it will be finalized.

Jay will need to provide us a copy of proof of insurance.
