Call to order at 7:00 pm by President Knoup

Members answering roll call, President Knoup, Bob Asche, Mat Diehl, Jim Westaby, Dave Dixon, Kirk Knoup, Cheryl Liebenstein and Jamie Melville.

The minutes from the September meeting were reviewed and accepted without dissent by Bob. Second by Dave. Motion Carried.

The committee made a motion to pay all bills as presented. Second by Kirk.  Motion carried.

Mat made a motion to approve the treasurer report as presented. Second by Bob. Motion carried.

No transfer of funds needed.

Maintenance Report

Dave made a motion to update the Leaf Pickup Ordinance to state new pickup dates as October 1st thru the day before Thanksgiving.  Motion second by Mat.  Motion carried.

Visitor

Adam-Fehr Graham was present to go over plans for the upgrades needed for well #3. Adan noted that we need to finalize plans for the ADA compliant ramp. Board members suggested that we look at access off PC blacktop. Raise the height of the ground to help with the ADA compliance and avoid having to have a switch back on the building.

All data for the wells will be centralized at this location and will be run remotely. Adam will meet with the county and discuss the options for access from PC Road. He would also like to finalize the plans so they can be let for bids in January or February with construction not to start until May or after.

WATER/SEWER

Jim is getting cost estimates for three different areas for main looping on the dead-end lines. This should help alleviate discolored water for the buildings on the dead-end lines.  

STREETS/ALLEYS/LIGHTS/SIDEWALKS

We have had concerns brought to the board regarding walkers and joggers in the streets. One stated that a person nearly got hit walking in the street as they were not seen due to time of day and sun glare. The board will not instill an

Ordinance regarding this but will go by the Illinois statute code that states it is illegal to walk/run on roadways when a sidewalk is available for use.  This will be added to the website for resident’s awareness.

The sidewalk project for Walgren Rd will still be done but not until spring.

Martin Excavating should be here this week to finish Summit St and North St.

Anyone that notices streetlights not working should report them to Rob and he will replace the bulbs.

BUILDINGS/GROUNDS/CEMETERY

Prairie planting is scheduled for October 15th. The plants will need 2-3 years for optimal growth. After that time, it will look good and will have control burns as needed. Kirk is still looking for someone to build a bridge for the Prairie area.

We have had a request by Country Financial insurance company for a demolition quote. We will get one with prevailing wages and return the quote to them. If at that time the village needs to do the demolition, it was discussed to keep the garage as that building was not affected by the fire. The building could then be used for the campground area for restrooms and also add a dump station.

FINANCE

POLICE/ORDINANCES

Dave was asked to speak with the officers regarding unlicensed chickens on the north side of town.

TAX INCREMENT FINANCE

Kempel/Urish TIF Redevelopment have not turned in any receipts yet. That payment is on hold until receipts are filed with TIF Attorney.

For any new/updated TIF establishment, the board would like the TIF attorney present during these discussions.

LIQUOR

No report

Old Business

We have not received Will’s letter of resignation yet. Mat will follow up with him.

We have had no updates on Dollar General.


New Business

The board will have several positions open for the Consolidated Election in April. We have three 4yr trustee, one 2yr trustee and one 4yr mayor.  Election packets are available for pickup. We will post in town and advertise the open positions.

Board members inquired how long the Lion’s Club intended to block the sidewalk at the sight of the new pole they put in for the electronic sign.  Bob will give them a call and get a timeline for completion.
