Call to order at 7:00 pm by President Knoup.

The minutes from the September meeting were reviewed and accepted without dissent by Jim

VISITORS
Jon Schubert attended the meeting to review the 2003 Fiscal Year Audit.
The format was changed to compensate for the new government auditing standards. Jon noted that our overall cash was down by 1.5%. The revenues were up about 5% due to property taxes and the expenses were down about 9% due to our big TIF projects being completed. Overall the audit was very good with no discrepancies reported. Jon did suggest that President Knoup or the finance chairman review all bank statements and sign them before the treasurer receives them.

Streets & Alleys
The Windhaven street has been paved.
The manholes will be cut out and cemented before winter.
WATER & SEWER
The committee held a meeting and discussed the sump; pump; inspection for the houses within the Village limits. It was determined that Rob will perform the inspections and any illegal hookups will be dealt
with by the board. Violators will receive a written warning. If not corrected within the stated times, fines will be imposed.
No start date has been determined.
CEMETERY
The flag pole has been ordered. The committee also ordered a case of flags and an extra set of Military flags.
Buildings & Grounds
No report on the cemetery building. Still waiting for estimates from Spahn & Rose.
The committee has decided to hire P.C. Machine to fabricate the tube grates to place on several open end tubes on the south side of the Village. Todd will contact them to get this done.
Police
The police hours have been cut back to where they are suppose to be. The Village had determined 120 hours per month total.
Reports of pumpkin smashing in town, several juveniles were spoken to by the County Police regarding the incident.
Liquor
No report.
Old Business
The Trick or Treat hours will remain the same as years past. Sunday October 31st from 5pm to 8pm. Streets and Alley committee will meet to finalize signs needed and get them ordered for posting roads during the spring thaw.
New Business
The annual car Show on Sunday had a good turn out. All money was donated to the Cancer Society.
The Lions Club will celebrate its 50th anniversary this October.
The board will have 3 trustee positions and 1 mayor position open on the ballot for the consolidated election in April 2005.
Motion was made by Larry to increase the meeting rate for the board members from $30 to $50 per monthly meeting. Motion second by Jim. Roll Call vote as follows. Larry-yes, Dave-yes, Jim-yes, Dave-yes, Todd-yes.
Let the record show 5-yes, 0-no, and 1-absent.
This increase will not take effect until May 2005.
