Call to order at 7:00 pm by President Knoup.
Members answering roll call: President Knoup, Todd Brinkmeier, Dave Schirmer, Dave Dixon, Jim Westaby, Brian Schiess, Larry Johnson, Jamie Melville and Cheryl Liebenstein.
The minutes from the September meeting were reviewed and accepted without dissent by Jim.

The meeting minutes from the TIF Special meeting were reviewed and accepted without dissent by Jim. Second by Dave D. Motion carried.
The Committee made a motion for approval to pay all bills.

WATER & SEWER
Barley straw has been added to the lagoons.
The flow meter is not working and the committee is having a hard time getting any response from the company. It has been suggested that a letter be sent to the company for them to respond before any legal action is taken by the Village.
CEMETERY
Dave S. wanted to confirm the price on any memorial plaques for the cemetery. The current price is $50.00 per plaque.
BUILDINGS AND GROUNDS
The storm tubes grates will be here within two weeks.
The members discussed the goose population and ways to control it.
The Department of Natural Resources suggested using air horns or shooting firearms into the air. This will deter them for a short time, but most will return within days. Fowl season for firearms is open from October thru January and members suggested that this would reduce the population better than air horns or grates on the lagoons. President Knoup wanted assurance that all would be legal and that any shots fired would be off the Village limits and away from the town. He suggested any board members who participated should sign in and out and contact the police to let them know they would be hunting close to the Village limits.
Motion was made by Larry to deter the goose population by two board members by means of firearms during the regular fowl season and that only the limit is taken as stated by the DNR regulations. Motion second by Jim. Motion carried.
This action will be used as a temporary solution for now. The board will continue to look into alternative means for goose control.
Police

Liquor
The board members discussed a county wide Catering Liquor License.
President Knoup is reviewing several more ordinances for further information.
Old Business
No report from the Fire Marshall or Fehr & Graham regarding the tank cleanup.
New Business
The annual car show was held and approximately 65 cars were registered.
The board discussed the option of eliminating all burn barrels from the Village limits. Too many residents are burning garbage which is becoming a nuisance to their neighbors. There is no need to burn garbage since all residents are charged for garbage pickup. Board members feel we should pursue this and write an ordinance prohibiting future burn barrels.
The members also felt that the Village should pick up and remove the burn barrels as a courtesy gesture since we want to eliminate them.
More discussion will be made at the November meeting.
