Call to order at 7:00 pm by President Knoup
Members answering roll call: President Knoup, Mat Diehl, Jim Westaby, Dave Dixon, Larry Johnson, Jamie Melville and Cheryl Liebenstein.
The minutes from the September meeting were reviewed and accepted without dissent by Jim. Second by Larry. Motion Carried.
The Committee made a motion to pay all bills as presented with changes. Second by Jim. Motion carried.
Jim made a motion to approve the treasurer report as presented. Second by Larry.

Maintenance Report
Rob reported that he is using the street sweeper and picking up leaves.
The flood work is completed. There have been several fire hydrants replaced. Salt has been ordered for the winter season. Rob will need to add snow removal equipment for the sidewalks from the buy-out homes.
Visitors
Fehr Graham – Adam was present to review the buy-out project. We closed on 5 buy-out properties. The contract is to have the demolition for all 5 homes completed within 30 days. We will have to work with the NiCor and Com-Ed to get the services unhooked.
After the building is done and filled in and seeded we will then get a reimbursed by IDNR.
We have 3 bids for the demolition of the homes. Northern Illinois Service Company at $157,432.00. Fischer Excavating at $101,086.70 and Kleckner Excavating at $81,270.00.
Motion was made by Jim to accept the low bid from Kleckner Excavating. Motion second by Larry. Motion carried.
STREETS AND ALLEYS
No Report
WATER & SEWER
Sidewalk work has started. Hydrants have been moved and will need to add extensions on them for more height. The trees have been removed at South St and Summit. The piece of sidewalk that was not in the grant, Summit to Walgreen, will be an additional $12,600.00. We will look to see if Law will complete this section for time and material. Motion was made by Jim to complete the section to Walgreen Rd. Motion second by Larry. Motion carried.
The homeowner on South St will need to complete his sidewalk and curve the walk around the tree where it is pushed up.
CEMETERY
The cemetery road has been completed. Rob will need to fill in a few spots along the road.

Old Business
There will be 7 buy-out closings for mid-November. The board has requested that we leave the business closings for last and get all the residential done first. We have used $271,791.24 on our line of credit with the bank.
