Call to order at 7:00 pm by President Knoup.
Members answering roll call: President Knoup, Todd Brinkmeier, Dave Schirmer, Jim Westby, Brian Schiess, Larry Johnson, Jamie Melville and Cheryl Liebenstein.
The minutes from the September meeting were reviewed and accepted without dissent by Jim.

The Committee made a motion for approval to pay all bills.

Financial Report
Jamie reported that we have $345,000 in money market for TIF bond payments at an interest of 1.9%. We owe $148,167 for bonds with no penalties for early payoff. Jamie requested that we payoff the bonds and invest the remaining money in a higher interest account. By doing this, we can keep cost down for the taxpayers.
VISITORS
Mike Mudge was present from American Energy Analysis to give the board a report on choices for a distributor of electric. Mike noted that not many companies are dealing with small municipalities. Mid American Company from the Quad cities will give the Village a 10% reduction on cost of electric.
As of now we pay approximately 7.8 cents for pumping and that rate will increase to 9.3-9.5 cents in January from Com-Ed.
Mike recommends the guaranteed 10% program and only for the pumping accounts. The Village can opt out of the contract at any time for a fee of $100.00 per account.
Mike noted that street lights have not had a lock in price as of yet. He will look at the street light figures in November or December, but will not guarantee any cost savings.
Motion was made by Dave to transfer the pumping accounts for electricity to Mid American program with a 10% reduction from Com-Ed’s pricing. Motion second by Jim with roll call as follows: Larry-yes, Brian-yes, Jim-yes, Dave S-yes, Todd-yes. Let the record show 5-yes, 0-no and 1 absent.
Koning did not show to the meeting, but had informed President Knoup that they were building an addition to their business and would like assistance from TIF programs.
Jon Schubert was present to go over the annual audit for the Village. See attached Discussion and Analysis report in condensed form.

WATER & SEWER
The committee has been working on the water meter at the elevator.
Met with Todd to discuss installation of the meter in the spring to determine their water usage and will charge $5.00 per thousand gallon of water going out of town. The Elevator will now begin to pay the large business fees for water rate.
The committee will next look at the school for usage increase due to student increase.

Yellow Creek Inn has requested extended bar hours on Wednesday November 22nd until 1 am.
Motion was made by Larry to grant the extended hours for Thanksgiving Eve until 1 am. Motion second by Todd. Motion carried.
Old Business
No word yet from the State on grant money for extended clean up of the gas station site.
New Business
This years Trick or Treat hours will remain the same as previous years. October 31st from 5pm to 8pm. Notices will be posted.
