Call to order at 7:00 pm by President Knoup.
Members answering roll call: President Knoup, Todd Brinkmeier, Matt Diehl, Jim Westaby, Brian Schiess, Dave Dixon, Larry Johnson, Jamie Melville and Cheryl Liebenstein.
The minutes from the October meeting were reviewed and accepted without dissent by Jim.

Financial Report
Jon Schubert attended the meeting to present the annual audit to the board. He noted that the total revenues increased 8% mainly due to increases in various taxes and interest earnings. Total expenditures decreased 4.6% due to lower depreciation of water infrastructure assets that became fully depreciated last audit. Jon made recommendations to amend the appropriations to increase the TIF expenditures beyond $290,000.
The finance committee will meet with Jon prior to the next appropriations to reformat the appropriations, to better resemble the treasurers program, for an easier flow of information between the two.

Streets & Alleys
The committee would like to do a curb and gutter street next spring on the west side of Main St. from the Devore St. to South St. This should eliminate problems with excess water runoff.
Brian will speak with Fehr & Graham to get estimates for the proposed project. The Village will also be changing the spending of Motor Fuel Tax so that it can be used for annual street maintenance instead of major street improvements. This change will eliminate the majority of paperwork and permits needed for the use of the fund.
WATER & SEWER
We had three bids for a new generator, ranging from $21,300 to $19,869.
The generator will run the whole water and sewer system during a power outage. The generator project will be paid through the TIF funds.
Jim made a motion to accept the low bid from Precision Drive Control for a total of $19,869.88 for the generator and requested permission to continue with final installation. Motion second by Larry. Motion carried.
The old milk plant will be hooked up to the water system and it was requested that the committee check out the status of the sewer system at the building to see where it is connected to the Village system.

BUILDINGS AND GROUNDS
The board will be requesting sealed bids for the dump truck now that our new truck is here and ready to go. Bids will be opened at the December meeting and it was noted that we reserve the right to accept or reject any/all bids.
The committee will take care of getting mud flaps or running boards for the truck and to determine whether to letter the truck or go with magnetic signs.
It was requested that the committee get together to discuss and outline a plan for future upgrades of needed equipment.

Liquor
Scott Gross, Yellow Creek Inn, has requested longer bar hours for Thanksgiving eve and New Year’s Eve. Larry made a motion to grant Yellow Creek Inn extended bar hours for Wednesday, November 21st and Monday, December 31st until 1 AM with patrons out by 1:30 Am. Motion second by Brian. Motion carried.
Old Business
The old gas station building has been taken down and the next step is to remove the underground storage tanks, then soil testing for any contamination. This project is being completed by grants approved through Stephenson County.
New Business
The Village Voices paper has requested a copy of the monthly minutes for publication.
The board members discussed Mill Pond and it was suggested by a member of the public to add an area of sand to the South end where the dirt was removed. Also discussed the aerator, which needs to be running before the ice forms, to help prevent a winter kill of the fish. Committee members will attend the next Park Board meeting to discuss these items with them.
