Call to order at 7:00 pm by President Knoup.

 Members answering roll call: President Knoup, Todd Brinkmeier, Matt Diehl, Jim Westaby, Dave Dixon, Larry Johnson, Jamie Melville and Cheryl Liebenstein.

The minutes from the November meeting were reviewed and accepted without dissent by Larry.

Motion Carried.

 The Committee made a motion for approval to pay all bills, with Rick Reed Trenching and Earlenbaugh construction to be paid when the bills come in.

Motion Second by Matt.

Motion carried.

 Motion to approve the treasurer report as presented, by Jim.

Second by Larry.

Motion carried.

 Transfer of funds: Motion was made by Jim to transfer $7,000.00 from Sales Tax fund to the General fund.  Motion second by Larry.  Motion carried.

Financial Report

VISITORS

 Bud Gaulrapp from the Legion was present to inform the board of the upcoming dance on February 9, 2008 and requesting permission for alcohol sale at the dance.  Motion was made by Larry to permit the Legion to use Little John’s Tap liquor license with John selling and serving the alcohol.  Motion second by Jim.  Motion carried.

WATER & SEWER

Jim reported that he had spoken with Fehr & Graham concerning the removal of the old water tower.  Harmon is in the process of bid letting for the tear down and removal of the tower, but will need to be done in the spring.

 BUILDINGS AND GROUNDS

 As requested at the last meeting, the committee got a quote on a small four wheel truck to replace the S-10. A two wheel drive will be approximately $16,000 and a four wheel drive will run at $19,000.

 The Village received six sealed bids for the one ton dump truck ranging from $8,200.00 to $16,650.00. After opening of the bids the board discussed other options such as keeping the dump truck and bidding out the large dump truck and small truck.  It was determined that both of the prior trucks are seldom used and members agreed that a better option would be to keep the one ton dump truck and sell the other two to reduce inventory and only keep what will be used on a more regular basis. With the cost of a small truck coming in at the same price as the bids for the dump truck, members felt the Village would benefit more by keeping the truck.

Even though the S-10 may not sell for much, we must bid out both items so that all taxpayers have a chance to make a purchase.

Motion was made by Jim to reject all bids for the dump truck and retain the truck for Village use.  Motion second by Todd.  Roll call vote as follows: Larry-yes, Dave-yes, Brian-absent, Jim-yes, Matt-yes, Todd-yes. Let the record show 5-yes, 1-absent, 0-no.

Motion was made by Dave to let bids on both the large dump truck and the small S-10 to reduce inventory, with bids to be opened January 7th at the regular board meeting.  Motion second by Larry.  Roll call vote as follows: Larry-yes, Dave-yes, Brian-absent, Jim-yes, Matt-yes, Todd-yes.  Let the record show 5-yes, 1-absent, 0-no.

Bidders for the one ton truck will be notified of the Village’s decision to keep the truck.

Rob was able to try out a new lift with one person hydraulics for the tractor.  The new lift is an improvement in safety measures and it was determined that Rob should try to use it again before any discussion is made on an option to buy.

The committee will begin to look at all the equipment upgrades needed and give the board a time line for purchases as needed.

Liquor

 Motion was made by Dave to allow Little John’s Tap extended alcohol serve hours for New Year’s Eve till 1:00 AM with no sales after that hour and breakfast to be served after 1 AM.  Motion second by Larry.  Motion carried.

 Old Business

 The siren system is still on hold until the committee meets with the School and Fire District for discussion.

The Park District has installed aerators in Mill Pond and will add chemicals in the spring to reduce algae. The Village will still meet with the Park District to discuss other updates to Mill Pond.

New Business

The Finance committee circulated the new Tax Levy to the board members for review.

Motion was made by Jim to accept the Tax Levy as presented with one adjustment made to the Motor Fuel Tax.  Motion second by Larry.  Roll call vote as follows: Larry-yes, Dave-yes, Jim-yes, Matt-yes and Todd-yes. Brian-absent.  Let the record show 5-yes, 0-no and 1-absent.
