Call to order at 7:00 pm by President Knoup.
Members answering roll call: President Knoup, Rusty Liebenstein, Mat Diehl, Jim Westaby, Bill Eaton, Dave Dixon, Larry Johnson, Jamie Melville and Cheryl Liebenstein.
The minutes from the October meeting were reviewed and accepted without dissent by Rusty.

The Committee made a motion for approval to pay all bills as presented with additional bills added.

Financial Report
Visitors
Charles and Alice from IIW Engineers were present to report to the board their recommendation for an upgrade of the sewer lagoons. The board noted that one of their last costly TIF items would be the sewer lagoons and creating enough capacity to carry through a substantial growth of homes in the Village for many years.
Rob had IIW Engineers give a no cost presentation and recommendation for an upgrade in capacity. They recommend that we look at aeration to increase the capacity of the lagoons. This would involve increasing the height of the lagoons up to 12 foot and install aeration lines on the bottom of the lagoons.
By increasing the height of the lagoons you can decrease the overall size therefore presenting with smaller lagoons and more open space.
Aeration systems also have gas cleaning systems which can be used and operated by anyone. These systems do not require a specific service technician.
All pumps would be housed in a sound proof building so that the general public would not hear them running.
It was noted that it can be costly to run the aeration system due to the increase in electricity.
IIW noted funding options of grants and revolving State funds for loans.
IIW will put together a simple plan for estimated cost and construction etc. for the board to look at.

It was brought to the attention of the board that Rob had a pump clogged with paper towels again and that the school uses the towels in the restrooms.
It was suggested that the school look at putting in air dryers and eliminating paper towels. Also noted is the urinal in the older section of the school run continuously.
The Water & Sewer committee will need to speak with the school and suggest these items be looked at for capital cost from their TIF reimbursement.
Streets & Alleys
Final payment was made on the East/John/Center street project.
The Village received $3387.00 for capital improvements from the Federal government. This was automatically deposited in the Motor Fuel Tax fund.

CEMETERY
Two of the memorial trees will be replaced by Forest Green Trees. The committee will now need to set a limit on the years that memorial trees will be replaced.
Cemetery mowing will be bid out in the spring as Forest Green informed the committee that he would have to increase his price.
BUILDINGS AND GROUNDS

Police
The village received $1500.00 grant from Crime Stop.
Mat will go ahead and purchase a new computer for the squad car.

Old Business
FEMA called and wants to do a site inspection on Thursday at 2 pm.
President Knoup requested that board members review the ordinance for the National Flood Insurance Program.
The board will conduct a special public meeting to inform residents of what is happening with the program and what still needs to be done before they can purchase the federally funded flood insurance.
President Knoup noted that he should be receiving information on the State buyout program.
Rob informed the board that the owner of the old milk plant has not sealed the well yet. The village will have it sealed and put a lean on the property.
The Park District has sent a check for the outstanding maintenance fees from Lion’s Park.

President Knoup will inform members of a date and time for a public meeting after he speaks with IEMA about getting someone to do a presentation on the flood program.
