Call to order at 7:00 pm by President Knoup

Members answering roll call, President Knoup, Bob Asche, Mat Diehl, Jim Westaby, Dave Dixon, Kirk Knoup, Will Backus, Cheryl Liebenstein and Jamie Melville.

The minutes from the April meeting were reviewed and accepted without dissent by Jim. Second by Bob.  Motion Carried.

The committee made a motion to pay all bills as presented. Second by Bob.  Motion carried.

Jim made a motion to approve the treasurer report as presented. Second by Mat.

Maintenance Report

Visitor

President Knoup spoke with Adam from Fehr Graham regarding well #3. Adam will put together a quote for the project to have at the June meeting.

Brian met with Jim and Bob regarding the Motor Fuel Tax street improvement. Fehr Graham will have bid letting on May 18th and the board will approve at the June meeting. Bob made a motion to allow Jim and President Knoup to approve the low bid if company can start right away.  Motion second by Mat.  Motion carried.

WATER/SEWER

Jamie let the board know that Amanda Haas donated her overpayment back to the village. Amanda was happy to do this as she said her payment to us was the lowest of all of her car wash buildings.

We will need to replace a pump that has quit working. This will be approximately $2,500.00.

STREETS/ALLEYS/LIGHTS/SIDEWALKS

There a few spots on the streets that need patching. Dori Dr, Summit and Walgren Rd. Will try to add this on for time and material when they come in to do Summit and North St.

BUILDINGS/GROUNDS/CEMETERY

Kirk presented 2 quotes to the board for the prairie area planting. Ecological Systems quote was $2800.00 for 3 areas. Aaron Dinderman quoted $200.00 per acre. Dave made a motion to proceed with the planting of prairie/wetland area by Aaron Dinderman and not to exceed $1,200.00.  Motion second by Will.  Motion carried.

The campground area will need more gravel so that the pads can be widened at the street. It was also noted that Rules and Regulations for use are available.

FINANCE

The bracket bill for the downtown poles that are displaying the 2020 seniors was $690.69. This will be paid from the Public Benefit fund.

Jamie noted that we are now receiving Cannabis Tax from the state.  Jamie will set up a separate account for the funds.

POLICE/ORDINANCES

The police squad is having repair issues. Will have it looked at once again.

The officers need to regulate the use of hover boards and electric scooters on the streets.

TAX INCREMENT FINANCE

The developer for Dollar General wanted to know if he qualifies town.

Bob made a motion to approve giving Dollar General TIF money as deemed appropriate by our TIF attorney.  Motion second by Kirk with roll call vote as follows: Bob-yes, Mat-yes, Jim-yes, Kirk-yes, Dave-yes, Will-yes.  Let the record show 6-yes, 0-no and 0-absent.

Dan Kempel was present to ask the board for TIF money for updates being done on the apartment buildings. Dan will need to inform the board what he intends to do and then this is forwarded to the TIF attorney. Once work is completed all receipts will be sent to the TIF attorney and they will determine what is eligible expenses. Board members are looking for estimates before any approval is made.

LIQUOR

Harry and Chip Bowen will need to submit engineer plans and a traffic study to the state before any permits would be issued.

Old Business

The Lion’s Club continue to work on the installation of the new digital sign.

The new house being built in Windhaven Subdivision can have the first-year taxes paid by TIF.

It is the developer’s responsibility to install original sidewalks in the subdivision. 

New Business

Jim informed the board members that a sidewalk from Rt 73 to Dori Dr, located on the north side, would cost the village about $37,000.00.

Noah Liebenstein questioned whether the sidewalk program included any cost for gravel or rebar. Board members say concrete only and will not cover the cost for any grading needed on the village property.

The summer help will be available to help Rob with the annual clean-up day.

Rob also noted that there will no longer be a metal scrap pile at the maintenance building.  Anyone caught on camera dumping at the maintenance building will find the dumped materials back at their residence.
