Call to order at 7:00 pm by President Knoup.

Members answering roll call: President Knoup, Rusty Liebenstein, Mat Diehl, Brian Schiess, Dave Dixon, Jamie Melville and Cheryl Liebenstein.

 The minutes from the February meeting were reviewed and accepted without dissent by Dave.

Second by Rusty.

Motion Carried.

 The Committee made a motion for approval to pay all bills as presented.

Second by Brian.

Motion carried.

 Motion to approve the treasurer report as presented, by Mat.

Second by Dave.

Motion carried.

Financial Report

Visitors

Clint Lieb (Scouts) was present to sit in on the meeting to earn his Citizen badge.

Rob questioned the board whether he should be doing the mowing of the empty lots in Windhaven subdivision.  President Knoup will speak with Hal regarding the issue.

Rob has built a demo picnic table for Mill Pond and asked whether he should make more.  Committee will make decision.  It was noted by visitor that there are Scouts who need projects and the picnic tables may be one of them.

Streets & Alleys

 The Street Maintenance program for this year will consist of South St, both east and West of Hwy 73. The approximate cost will be $75,000.00.

The school has inquired whether we could reconfigure the parking on North St. and Summit St. Streets are congested during school hours and with parking it is only one lane wide.

The committee will check into this issue.

 WATER & SEWER

 Rob estimated $7,000.00 to professionally clean the sand filters.  Committee will discuss the filters and make decision on a professional cleaning.

 CEMETERY

Committee announced they would run an ad for the bids to be opened April 5th at the regular monthly meeting.

Rusty will have the hedges at the south end of the cemetery looked at with the possibility of removal.

 BUILDINGS AND GROUNDS

The date for the Annual Clean Up day will be May 8th from 8am to 3pm.

The committee noted that the Fire Department will allow the Village to use the pressure washer bay at the new station for no charge.

President Knoup is still working with the Fire Department on the governmental agreement.  President Knoup feels we should have a draft to look through at the April meeting.

 Police

Fred will work with Mat on setting up necessary forms for the police reports. Fred has asked that everyone be watchful for unknown vehicles in the village.  He noted that one has been seen parked with occupants for a period of time.

 Liquor

There will be an Antique Car Show in June and Scott Gross is requesting that we have a place for the antique cars to park while owners are eating.

The village will use Devore St and block traffic on the street.

 Old Business

The Park District will give the village a resolution to return Mill Pond back to the Village.

Mat is working with Kim Plager regarding Lions Park.  Both entities would like to get opinions from residents and businesses as to what they would like seen or done with the Park.  Both parties felt that a joint meeting between the two boards would not be beneficial. 

Mat would like for the Park Board to appropriate money for the park if the land is left in their hands. The board has unanswered questions and would like some documentation as to what intentions the Park District has for the vacant lot and what their commitments would be.

It was discussed regarding the possibility of using part of the park to help widen the street on both Summit side and North St, side.  This would be of benefit for everyone. Mat will continue to talk with Kim regarding Lion’s Park in an effort to keep this out of the court system.

Rusty made a motion to give 60 days to Mat to reconcile Lions Park and avoid court proceedings.  Motions second by Dave.  Motions carried with 3-ayes and 1-nay.

 Streets and Alley committee will get a copy of Stockton’s Low Speed Vehicle Ordinance for review.
