Call to order at 7:00 pm by President Knoup.
Members answering roll call: President Knoup, Todd Brinkmeier, Dave Schirmer, Jim Westby, Brian Schiess, Dave Dixon, Larry Johnson, Jamie Melville and Cheryl Liebenstein.
The minutes from the June meeting were reviewed and accepted without dissent by Jim, with the change in adjournment time to 9 pm.

The minutes from the TIF Joint Review meeting were reviewed and accepted without dissent by President Knoup. Second by Larry. Motion carried.
The Committee made a motion for approval to pay all bills.

Streets & Alleys
It was noted that there are two storm sewers that are sinking and will need to be fixed. Brian will have Civil look at these and repair while they are in town laying hot mix.
WATER & SEWER
Jim spoke with Fehr & Graham and was advised that Harmon still wants the water tower, but it could be up to six months yet before any removal.
The committee had several bids for the fencing of the lagoons. The low bid came in at $11,378.53 which includes 900 foot of five ft fencing with gates and hardware. Motion was made by Jim to accept the low bid of $11,378.53 for the lagoon fencing. Motion second by Dave S. Motion carried.
CEMETERY
Rob’s wages for cemetery sexton work will remain the same as the previous sexton at $50.00 per month and $50.00 per lot sold.
BUILDINGS AND GROUNDS

Police
Officers have been notified and will be working the parade for Homecoming.
The board members have noted the lack of hours that the police are working. Larry will speak with the officers and bring suggestions for hiring back to the next meeting.
Liquor
Old Business
President Knoup noted that the Village must own both sites in order for us to use the Brownsfield grant money for cleanup of the sites. We are guaranteed $10.000 for tank removal at the old gas station and possibly more from the State, but we would not know how much for another 90 days.
If any money is available from the State, we would have to pay the cost and wait for up to one year for reimbursement.
The gas station will need to be checked for asbestos material.
President Knoup suggested that we pay $500.00 down with “option to buy” on the remaining $9,500.00 after we have a guarantee on State money for cleanup.
Motion was made by Larry to have legal papers drawn up for a $500.00 down and “option to buy” on the remaining balance for the purchase of the old Jim Henry gas station on Main St. Motion second by Dave S. Motion carried.
The old milk plant is on the list for cleanup, but the village does not own the site and the current owner has an interested party for a business at the site. The current owner will need to work with the Brownsfield Committee for any grant money for clean up.
New Business
The person interested in putting in a Memorial Park at the subdivision would like the board to consider a five year lease for the Village to care for and maintain it and to put it on the Village tax roll. Board members are interested and will check into more details of the park before proceeding.
The appropriation ordinance was distributed for the members to look at and Motion was made to accept the ordinance as presented by the
Committee. Motion second by Jim with roll call vote as follows: Todd-yes, Dave S.-yes, Jim-yes, Brian-yes, Larry-yes, and Dave D.-yes. Let the record show 6-yes, 0-no and 0-absent.
