Call to order at 7:00 pm by President Knoup.
Members answering roll call: President Knoup, Matt Diehl, Rusty Liebenstein, Jim Westaby, Bill Eaton, Dave Dixon, Larry Johnson, Jamie Melville and Cheryl Liebenstein.
The minutes from the December meeting were reviewed and accepted without dissent by Jim.

The minutes from the special meeting December 17th were reviewed and accepted without dissent by Jim. Second by Bill. Motion carried.
The Committee made a motion to pay all bills as presented, with additions added. Second by Jim. Motion carried.
Motion to approve the treasurer report as presented, by Jim.

WATER & SEWER
We will be requesting the assistance of the Rural Water Association to help sort out the mess with the open well at the old Milk Plant. The committee will look into a new ordinance for “No New Active Wells” within the village.

BUILDINGS AND GROUNDS
Discussion of outdoor wood burners was approached. A copy of “Offensive Smoke” ordinance was distributed to the board members. Members discussed a 50 foot clearance from neighboring buildings.
The committee made a motion to amend the Offensive Smoke Ordinance for outdoor wood burners by removing Section 6.01 C and inserting C to read – Such outdoor heaters or furnaces must be at least 50 foot away from any neighbor’s buildings. Addition of D to read – Requires that woodpiles be neatly stacked.
Roll call vote as follows: Rusty-yes, Mat-yes, Jim-yes, Bill-yes, Dave-yes, Larry-yes. Let the record show 6-yes, 0-no, 0-absent.
Police
The committee is looking at the current Parking Ordinance to limit on street parking to anywhere from 24 to 48 hours before having to move a vehicle. The committee would like to amend the ordinance to include year round enforcement.
Will have the Officers look at the Ordinance and make suggested changes.
Liquor
Old Business
Kuberski should be working on Mill Pond this month to open up the North end and try to find the spring at that end.
There are still six to seven items that need to be done yet for the FEMA Buy-out. The board will get an update from Fehr-Graham after these items have been completed.
