Call to order at 7:00 pm by President Knoup

Members answering roll call, President Knoup, Bob Asche, Mat Diehl, Dave Dixon, Kirk Knoup, Tim Martens, Cheryl Liebenstein and Jamie Melville.

The minutes from the December meeting were reviewed and accepted without dissent by Bob. Second by Kirk. Motion Carried.

The committee made a motion to pay all bills as presented. Second by Dave.  Motion carried.

Dave made a motion to approve the treasurer report as presented. Second by Kirk. Motion carried.

No transfer of funds needed.

Visitor

Adam, Fehr Graham, was present to review the final plan for Well #3.  Adam informed the board that the plans were submitted to IEPA. We will need to get an easement from Harry and Com-Ed will need to move a pole.

Adam noted that the EPA is notifying villages/cities that you are required to have 2 working wells.  Our project will bring us into compliance before we get a notice.

The project will be advertised January 26th with bid let on February 23rd.

Adam noted that they are getting permits to finish North St to Rt 73.

Jon Schubert, Oconnor Brooks, was present to review the audit. Jon informed us that we could pay back our inter fund loans and have them removed from our next audit.  Jamie will pay back the TIF from the General fund to cover the startup of the Mitigation Grant.  She will also pay the General account $241,365.00 from TIF that we used in the early stages of the TIF set up.

Jon noted that the village revenues increased 4.25% mostly due to increase in property tax and state tax.

WATER/SEWER

 STREETS/ALLEYS/LIGHTS/SIDEWALKS

We have been getting the Rebuild Illinois grant money in our Motor Fuel account as special issue amounts. The grant money needs to be used and we can use it for salt, street lights, street patched.  Jamie noted that we have $18,409.50 that we can use and she suggested that we use it for the salt bill and for the street patch that Civil did earlier.  She will put in a reimbursement request if ok with the board. Motion was made by Mat to continue with the reimbursement requests of bills from Rebuild Illinois grant money.  Motion second by Dave.  Motion carried.

BUILDINGS/GROUNDS/CEMETERY

Kirk noted that he received a letter from Jim/Lucy Tessendorf stating why the cleanup has not been completed. At this time, with winter weather we will not check on any progress until spring.

FINANCE

Mat presented the Tax Levy to the board with slight increases in several areas. Motion to approve the Tax Levy as presented was made by Mat.  Second by Dave with roll call vote as follows: Bob-yes, Mat-yes, Kirk-yes, Dave-yes, Tim-yes. Let the record show 5-yes, 0-no and 1-absent.

POLICE/ORDINANCES

TAX INCREMENT FINANCE

Mat has received the BOCO Ordinance and TIF agreement from Jacob Klein office. Mat did note that Harry would not receive any money for two years. Motion was made by Mat to approve the Ordinance and TIF agreement as presented by our TIF attorney.  Motion second by Bob.  Roll call vote as follows: Tim-yes, Dave-yes, Kirk-yes, Mat-yes, Bob-yes.  Let the record show 5-yes, 0-no and 1-absent.

 LIQUOR

Renewals will be due soon. BOCO will need a new license before he opens the new station.

Old Business

Dave made a motion to increase Mike Tichler snow removal wages to $20.00 per hour retroactive to December 1st.  Motion second by kirk.  Motion carried.

 New Business

The board has had in inquiry regarding dwarf goats within the village limits.  There will be no discussion until the person comes to the board with the request.  Currently the ordinance signifies goats as livestock and is not permitted in the village limits.

President Knoup has received the Quit claim deed for the Raia property.  This deed will need to be registered.

Cheryl has informed the board that her laptop will no longer charge.  Mat has looked at it and determined that it would be wiser to get a new laptop since this one is 4 years old.  Motion was made by Mat to buy a new computer for the Clerk.  Motion second by Bob.  Motion carried.

Mat noted that the Illinois Municipal League has reference books available. He will be purchasing several for us to have for use.

Motion was made by Mat to keep the Executive session minutes from Rob’s reviews as confidential and not open to the public.  Motion second by Bob.  Motion carried.
