Call to order at 7:00 pm by President Knoup

Members answering roll call, President Knoup, Bob Asche, Mat Diehl, Dave Dixon, Kirk Knoup, Cheryl Liebenstein and Jamie Melville.

The minutes from the January meeting were reviewed and accepted without dissent by Bob. Second by Kirk. Motion Carried.

The committee made a motion to pay all bills as presented. Second by Mat.  Motion carried.

Mat made a motion to approve the treasurer report as presented. Second by Kirk. Motion carried.

No transfer of funds needed.

Kirk noted that he will be getting a bid from Sargent to build the bridge needed for the prairie area.

FINANCE

No report

POLICE/ORDINANCES

Most cars were removed from Main St for plowing. Need to remind Fred to give out notices for snow removal on sidewalks. Dave informed the board that engine lights are on in the squad car.  Dave will have Hometown Motors look at it.

 TAX INCREMENT FINANCE

Mat has received the ordinance for TIF incentive for the 5 lots remaining in Windhaven Subdivision. The ordinance will reimburse the homeowner property tax for the first year. Windhaven has 3 empty lots and 2 lots that were previously bought are eligible for the incentive. Mat made a motion to accept the Incentive program for the 5 eligible lots in Windhaven subdivision as written by our TIF attorney.  Motion second by Bob. Roll call vote as follows: Dave-yes, Kirk-yes, Mat-yes, Bob-yes, Let the record show 4-yes, 0-no and 2-absent.

LIQUOR

Chip Bowen has requested a license for the new BOCO. He will get a Class 1A with Sunday sales prorated for March 1st thru April 30th. They will need to reapply for the yearly license.

Old Business

Building plans for the Dollar General are here and all looks okay to continue.

New Business

Bob had a request from a citizen to see if the Village would be interested in bringing in a recycle/shred truck. Dave will see what other communities are doing or who they are using for services. Dave will also check to see if any communities are doing electronic recycling.

Rob will check on a date for the annual spring clean-up day.
