Meeting held December 30, 2019 for January

Call to order at 7:00 pm by President Knoup

Members answering roll call: President Knoup, Bob Asche, Mat Diehl, Dave Dixon, Kirk Knoup, Cheryl Liebenstein and Jamie Melville.

The minutes from the December meeting were reviewed and accepted without dissent by Bob. Second by Kirk.  Motion Carried.

The committee made a motion to pay all bills as presented with additions and corrections made. Second by Mat.  Motion carried.

The committee made a motion to approve payment of the Hometown Motors bill and police payroll after January 1, 2020.  Motion second by Mat.  Motion carried.

Bob made a motion to approve the treasurer report as presented. Second by Kirk.

Mat made a motion to transfer $35,000.00 from Sales Tax account to the General account.  Motion second by Kirk.  Motion carried.

Maintenance Report

Jim made a motion to have Rob renew his pesticide license. Motion second by Mat.  Motion carried.

Visitor

Development committee was present to inquire on the progress of the pre annexation agreement. They were told that the agreement is at the attorney office and will be complete after the first of the year.  At that time Will will get a copy of the agreement to the Development committee.

Jon Schubert – O’Connor Brooks was present to give a review of the 2019 Fiscal Year audit. (See Audit book for all the details)

 

WATER/SEWER

Fehr Graham has done testing on well #3 and now awaiting results.

STREETS/ALLEYS/LIGHTS/SIDEWALKS

BUILDINGS/GROUNDS/CEMETERY

The school has been sent an invoice for the purchase of the plow truck.

Kirk is requesting input regarding the campground on the empty lots near Mill Pond. There are 4 site pads for campers. The drive has been graveled. He noted that electric and water to the site would run about $6,800.00. Board members feel we should wait on this project as it was on the original Greenspace plans.  Feel we need involvement with the Greenspace committee so that all the projects/plans tie together and are implemented in a sense of order so that there is no redo on any of them.

Ron Johnson has inquired on the progress of the Prairie area on the previous Woker property. He was wondering if there was any money left from the grant to use towards these projects.  President Knoup informed him that there are no excess funds and that the projects would have to be funded with Village money.

Dave wants to see the Prairie project started and will get together with the Greenspace committee and draw up plans for implementation and also plans to include a bridge on the creek.

FINANCE

POLICE/ORDINANCES

Concerns were brought to the board regarding speeding on the streets near the school. We will have the officer speak to the individual who complained to get details.

The body work has been completed on the Durango.

TAX INCREMENT FINANCE

Old Business

Business development for Rt 73 is on hold.  Dollar General is looking at an alternative property option.

 

 

The school board members and the village board members met to discuss road options from Rt 73 to the school.  The school would like to see the road curved to avoid splitting the property into several unusable plots of land. This would allow the school to have enough space on the property for maybe a track or soccer field. The road plan was initiated to help alleviate traffic congestion before and after school. Board members feel there is now better communication between the school and village board.  The two bodies will continue to discuss different road options and different entrance and exit sites.

President Knoup noted that Harry Bowen spoke with him and he has begun work on the building.  He is hoping to have tanks in this spring.

New Business

The committee discussed the option of having a part time maintenance person to work with Rob. President Knoup suggested the committee discuss this and bring any action back to the board.
