Call to order at 7:00 pm by President Knoup
Members answering roll call: President Knoup, Bob Asche, Mat Diehl, Jim Westaby, Dave Dixon, Kirk Knoup, Will Backus, Cheryl Liebenstein and Jamie Melville.
The minutes from the November meeting were reviewed and accepted without dissent by Dave. Second by Bob. Motion Carried.
The minutes from the November Special meeting were reviewed and accepted without dissent by Jim. Second by Kirk. Motion carried.
The committee made a motion to pay all bills as presented with additions and corrections made. Second by Jim. Motion carried.
Jim made a motion to approve the treasurer report as presented. Second by Kirk.

Visitor
The Community Development committee was present to inquire about the status of the pre-annexation agreement. The board noted that we have two versions written and will need to select one. It was noted that there will be no time frame to finish water and sewer installation until a business is on-site. The business must be open within 18 months and the agreement will begin when the land is sold and they request annexation into the village limits. Land owners must request annexation and installation of utilities.
The Lion’s club was present to inform the board that the selected light pole for the new digital sign is sound and they have ordered the sign. The club thanked the village board for the donation and being able to install on our light pole.
WATER/SEWER
Bob reported that he contacted residents at the North end of village regarding the unpleasant water they have been experiencing. Residents did not wish to have a meeting with Bob and decided to try the village suggestions first.
Fehr Graham wanted to know if we were still interested in moving forward with the testing of well #3. Motion was made at the July meeting to do the testing.
Late bill notices will be put on doors this month.
STREETS/ALLEYS/LIGHTS/SIDEWALKS
We will have Fehr Graham begin the specifications for the Summit/South St project so that it is ready to bid in February or March. This project will be paid out of the Motor Fuel Tax fund.

BUILDINGS/GROUNDS/CEMETERY
The new doors have been installed at the maintenance building.
The school has decided to buy our old plow truck. They will need to remove all the lettering on it.
FINANCE
Will provided the board with the Tax Levy. A 2.1% increase was made from last year and adjustments made to the funds in regards to our ongoing projects. Will will have Oconnor Brooks take a final look at the tax levy and if approved will be filed as is. If any problems arise, we will have a special meeting to approve an updated copy. The committee made a motion to approve the Tax levy as presented. Motion second by Bob. Roll call vote as follows. Bob-yes, Mat-yes, Jim-yes, Kirk-yes, Will-yes, Dave-yes. Let the record show 6-yes, o-no and 0-absent.
POLICE/ORDINANCES
Dave noted that the police have logged 153 hours for the month.
Cars have been removed from the car wash.

Old Business
Not all school board members were present at their last board meeting for the road discussion and now the school would like to form a committee with the village board to discuss the options of the new road from Rt 73 to the school.
DNR has approved a hot mix road with curb and gutter but we will not be able to change the grade of the land.
New Business
Motion was made by Bob to send the Pre-annexation agreement to the attorney for final approval. Board members were advised that Rob’s review is due for the January meeting.
The January meeting will be held December 30, 2019 due to conflicts with board members schedules.
It was noted at the meeting that the Village website does not upgrade to mobile devices. Mat will look at this so that all current information can be seen on mobile devices.
