Call to order at 7:00 pm by President Knoup.
Members answering roll call: President Knoup, Todd Brinkmeier, Matt Diehl, Dave Dixon, Larry Johnson, Jamie Melville and Cheryl Liebenstein.
The minutes from the January meeting were reviewed and accepted without dissent by Dave.

The Committee made a motion for approval to pay all bills.

Motion to approve the treasurer report as presented, by Matt.
Second by Larry.

Transfer of funds: Motion was made to transfer $2,500 from Sales Tax to the General fund by Dave. Motion second by Matt. Motion carried.
Financial Report
VISITORS
Mark Gassman was present from Freeport Lawn & Leisure to go over options to upgrade our 1988 tractor mower.
Mark presented two options to the board, one for $10,700 and one for
$11,200. Mark did note that the company has price increases from 1.5% to 4% effective February 14th.
After consideration and discussion on both tractors the board will wait to make a decision until the March meeting after the committee has had time to review the material and bring forth a recommendation. Any purchase will be available for use in three to four weeks after order is placed.
Maintenance Report
Rob has received a quote from Blackhawk Attachment Lifts, Inc for a three point scissor lift that he has used on a trial basis. The quote came in at $7,600. The board members have decided to not make a decision on the purchase at this time. Rob was requested to use it once more and give his final input at the March meeting.
Streets & Alleys
The Village had one problem with the snow removal in January near the old milk plant. The street ends at the milk plant, but it was requested that the Village extend the plowing past Pickard’s Service Center. Board members agreed that we would make one swipe with the plow down past the building and back.
WATER & SEWER
No report available, but it was requested that the committee start a study on the sewer capacity and what we would need to double that capacity.
CEMETERY
We have received the updated map of the cemetery from Fehr & Graham.
BUILDINGS AND GROUNDS
We have not received confirmation from the school yet as to whether they want to purchase the large dump truck. We will get confirmation with the February meeting. It has been noted that if they do not wish to purchase, the committee will bid it out immediately and open bids at the March meeting.
The committee proposes that all equipment have a log book of all maintenance records. The committee will get together and set up a schedule for the maintenance and get all the books ready to go for each piece of equipment.

Old Business
The Village has received notice from Fehr & Graham that testing has been completed on the old gas station site. We will need to wait for the final results from the EPA and if further testing is needed this will not be done until summer. The Finance committee is to get a final figure of what the Village has paid for purchase, lawyers, asbestos clean up etc. for future sale of the land if it is deemed usable.
New Business
The Village will need to check pricing on new street lights and pushing the wires under the street. We have had problems recently with the downtown lights and breaks in the wiring.
The new TIF committee will be meeting to go over financial information and projection of monies yet to receive and to update the wish list for more recent estimated cost of each project listed.
Matt has put together cost sheets for internet access and phone service with prices from Mediacom, Aero and Verizon. Committee to make final decision and initiate the switch over.
Matt also got quotes for a new computer from three suppliers. The committee will also complete this update.
Matt has been working with the Finance committee to help make the appropriations and budget go much smoother. He has made spread sheets for each committee detailing the source of income and projected income.
The spread sheets also contain enough space to let the committee track expenses or mark money for a project they may see coming in the future.
This is an ongoing sheet for each committee, and if used completely, will make the appropriations much easier in following years.
The Finance committee is getting new detailed wage quotes from various towns and will complete Rob’s evaluation at the March meeting.
