Call to order at 7:00 pm by President Knoup
Members answering roll call: President Knoup, Bob Asche, Mat Diehl, Will Backus, Dave Dixon, Larry Johnson, Jamie Melville and Cheryl Liebenstein.
The minutes from the January meeting were reviewed and accepted without dissent by Bob. Second by Larry. Motion Carried.
The committee made a motion to pay all bills as presented with additions and corrections. Second by Will. Motion carried.
Motion to approve the treasurer report as presented, by Mat.
Second by Larry. Motion carried.
Transfer of funds – Motion was made by Mat and second by Larry to transfer $4,000.00 from Sales to General fund. Motion also included transferring $3,100.38 from TIF fund to General to cover payroll expenses and a transfer of $4,151.84 from Cemetery fund to General. Motion carried.
The last two transfers were recommended by the auditor to balance the sub accounts.

Visitors
Penny Miller was present for the Public Library to speak to the board regarding the snow removal in front of the Library. Penny inquired as to why the snow was being piled in the empty lot by the building. The library board has concerns with this due to the I-Fiber line and the melting snow that is running both to the Library and the adjoining property at 229 S. Main. Also noted was that the tractor was leaving tire ruts on the sidewalk which becomes a liability if anyone would trip and fall. The Library board feels the solution would be to haul the snow away. Rob informed both boards that he will not pile any snow in that area and he will have it hauled away. He did note that the last snowfall could not be hauled out due to it freezing immediately because of the freezing rain.
Phil Krolo was present to inquire about the enforcement of the snow removal on the sidewalks. He feels this is not being enforced and that it is not safe in making people walk the streets instead of clean sidewalks. President Knoup informed him that at this time we have a lack of police patrol hours. He also stated that warnings were given out last year with good results. President Knoup will speak with Fred to ensure that the officers work on enforcement of the snow removal on the sidewalks.
Fehr-Graham was not present at the meeting but President Knoup informed the board that they will be letting bids this month for the Back to School Sidewalk program. The bids will be done in two separate bids as one part needs to be completed before the sidewalks are installed.
STREETS AND ALLEYS
No Report
WATER & SEWER
Rob has delivered late notices for water bills with two properties being shut off this week.
Rob has not had any complaints of the water issue on Garfield Street. He did note that the homeowner told him that his sump pump runs continuously. Rob checked for any waterline leaks and did not find any.
CEMETERY
Will noted that the flags need to be replaced at the cemetery. Rob and Will are working on updating the map of plots and will have Fehr-Graham print a new one after it has been completed.
BUILDINGS AND GROUNDS
Bob attended a meeting for the Friends of Mill Pond. This community program is looking to update Mill Pond and would like to see canoeing, kayaking and skating at the pond. They are interested in installing resting benches and playground equipment. The program will need to have approval of the Village Board before anything is done at the pond.
Police
Larry will speak to Fred about attending the March meeting for discussion on low police hours and the expectations of the officers in regards to ordinance enforcement.
Liquor
President Knoup gave the board members a checklist of what our insurance company requires for any business to have street bands and beer gardens.
Old Business
President Knoup is still working with Casey’s regarding a new build in the village. Harry Bowen is also speaking with them. Possible sites and phone numbers have been given to them. The village has another gas station/Subway that is interested in coming to the village. President Knoup will contact them with possible site locations and phone numbers.
Dave has spoke with contractors of Dollar General. They have shown some interest and will get back to Dave within a couple of weeks.
Board members inquired about the TIF extension. President Knoup will contact Jacob Kline office on the progress.
New Business
The Fire Department will be holding their annual dance at the station this year on February 20th.
