Call to order at 7:00 pm by President Knoup.
Members answering roll call: President Knoup, Todd Brinkmeier, Dave Schirmer, Jim Westaby, Brian Schiess, Dave Dixon, Larry Johnson, Cheryl Liebenstein and Jamie Melville.
The minutes from the November meeting were reviewed and accepted without dissent by Larry.

The committee made a motion for approval to pay all bills. Com-Ed bills were modified due to Jamie calling for the exact amounts to be auto- debited from the accounts.

Maintenance Report

Streets & Alleys
Fehr & Graham sent the street work order contract for signing, to retain them for our street maintenance plan for next year.
WATER & SEWER
Jim will be checking around for other companies who deal in alarm systems for the Water & Sewer towers and pumps. Still looking for a better deal at a lower cost.
CEMETERY
Dave presented to the board an ordinance change in regards to Cremation burials and rules and regulations associated with a cremation. He has added the final wording for the use of only one headstone on any given gravesite. Motion was made by the committee to accept the ordinance change as presented by Dave D. Motion second by Jim. Motion carried.
There has been a headstone at the cemetery that was removed from its base. The committee will arrange to have the headstone re-glued. There are no living relatives that the board is aware of, so the Village will assume the cost. If a relative is found, we will contact them for reimbursement.
Dave reminded Rob that the timer needs to be reset at the cemetery for the lights to come on earlier.
Buildings & Grounds
The committee brought information regarding several tractors for the board members to review. Lawn & Leisure has two used tractors with 300 hours on them, which would run approximately $55,000 to $60,000.
The board thought that with the limited use of the tractor a farm tractor would be enough power for snow removal. The committee will meet and get a spec sheet put together, then advertise for bids.
Police
It has been noted that we do not have enough coverage on the night shift. The committee will talk with the officers to have them change their hours so more coverage is on nights and not days. If they do not comply with the request, the committee will make their schedule for them.
Liquor
No report.
Old Business
The Library had requested a planter near their building in the past, since they have now installed new sidewalks, President Knoup will contact Doty & Son’s to get a planter for them.
Dave S. discussed the problems with trying to get together a TIF loan program where the Village would assume the cost of the interest. He noted that this could be costly if late interest was added to payments.
The board thought a yearly interest payment would be a better option.
Dave will work on applications for the TIF reimbursement for the Business Sector and the Board will review as case by case. Percentage reimbursement will be determined by the amount of the loan and what would become an eligible expense.
