Call to order at 7:00 pm by President Knoup
Members answering roll call: Bob Asche, Mat Diehl, Jim Westaby, Will Backus, Dave Dixon, Larry Johnson, Jamie Melville and Cheryl Liebenstein.
The minutes from the November meeting were reviewed and accepted without dissent by Jim. Second by Mat. Motion Carried.
The Committee made a motion to pay all bills as presented, with additions and corrections added. Second by Jim. Motion carried.
Motion to approve the treasurer report as presented, by Jim.
Second by Mat. Motion carried.

Financial Report
Motion to accept the Tax Levy, as presented by Mat and reviewed by Oconnor Brooks, by Mat. Motion second by Jim. Roll call vote as follows: Bob-yes, Mat-yes, Jim-yes, Will-yes, Dave-yes, Larry-yes. Let the record show 6-yes, 0-no and 0-absent.
The committee made a motion to give Rob a 2% increase in wages effective January 1st. Motion second by Dave.
Mat made a motion to increase Geoff William’s wages from $11.00 per hour to $13.00 per hour effective January 1st. Motion second by Will. Roll call vote as follows: Mat-yes, Jim-yes, Will-yes, Dave-yes, Larry-yes, Bob-yes. Let the record show 6-yes, 0-no and 0-absent.
Maintenance Report
Visitors
Fehr-Graham was present to review our projects.
Waste Water Project- Approval was made to pay Kelsey Excavating $86,400.00 for materials on hand. Adam will draw on our Grant fund to pay this amount.
The force main has been put in. Adam is still looking for a discharge permit.
Kelsey Excavating will try to move sludge this year yet.
Flood Buy-Out- All of the appraisals have been submitted and those that have been reviewed are ready for the next step. Of the 22 properties, 2 have red flags. One property has a lien on the title and the other needs a boundary survey done.
DNR will be onsite to take outside photos of the properties. The Village will have to do a walkthrough of each property after an offer is made and before the closing date. All property offers will come to the board before going to the homeowners. The board will not be able to make any changes to the offers. They will be for review only.
One homeowner has opted out before the appraisal was done.
Adam has not heard anything on our reimbursement of pre-contract expenses from IEMA.
Safe Route to School Grant- The Village has been awarded $138,590.53 for this project. This project will construct sidewalks through the subdivision so that the children will not be forced to walk on the streets to get to and from school. The village will need to match 20% or approximately $35,000.00 for the project. Since this is a grant the State will need to review and approve all plans. This project will not get a start date until spring of 2016.
Motion was made by Mat to continue with the grant project and to cover costs as needed. Motion second by Will. Motion carried.
Fehr-Graham will get preliminary plans together, and then schedule a public meeting for residents to voice their opinions.

No problems reported with snow removal. It was noted that we have plenty of salt for the winter season.

President Knoup reported that we will have a Football State Champion sign put up, but this has to go through the Dixon office first.

President Knoup approved a request from Brew & Chew to stay open later on Thanksgiving Eve.
Motion was made to approve the request from Brew & Chew to stay open until 1:30 AM on New Year’s Eve by Jim, Motion second by Larry. Motion approved.
Motion by Jim to approve the request from Little John’s Tap to stay open until 2 AM on New Year’s Eve. Motion second by Will. Motion carried.

President Knoup approved to pay $50.00 to the tent at the State Playoff Football game. It was also noted that the Village will pay 1/3 of the cost (split between Lanark, Shannon and Pearl City) of the huddle pictures.
