Call to order at 7:00 pm by President Knoup.
Members answering roll call: President Knoup, Todd Brinkmeier, Jim Westaby, Brian Schiess, Dave Dixon, Larry Johnson, Jamie Melville and Cheryl Liebenstein.
The minutes from the July meeting were reviewed and accepted without dissent by Jim.

The Committee made a motion for approval to pay all bills, with the change of B&H Trenching to General.
Motion Second by Jim.

Motion to approve the treasurer report as presented, by Jim.
Second by Larry.
Motion carried.
Transfer of funds: The committee made a motion to transfer the following amounts from the Sales Tax fund to: General for $40,000, Public Benefit for $1,679, TIF for $75,000, Water & Sewer for $20,000. Motion second by Larry. Motion carried.

Streets & Alleys
The two school grants, Safe School Grant and Walk to School Grant, have been completed with an estimated cost for sidewalks/bike paths at $285,267.62.
It has been requested that we divert the Motor Fuel Tax to our annual street maintenance program and then ear mark funds from our general account for new streets. This will be less expense and less paperwork and permits to apply for.
It was noted that we need to re-do the curb and gutter on Main St. near the photography studio to help alleviate standing water.
We have three households whom have applied to use the sidewalk program.
WATER & SEWER
No date has been set for the removal of the water tower and Jim will contact Adam Holder to see what the delay is.

BUILDINGS AND GROUNDS
The committee reported that the Lift station building needs a new roof put on. It was advised to contact persons to have it completed.
The new truck is here and will be going to Bonnell Industries for installation of the set-up package.
We are still having problems with the goose population. Board members will hunt during the season, but are looking for alternatives for year round control.
Police
It was noted that the new monument at the Legion has been vandalized.
Requested that police watch this area more often.
We had one complaint on the Homecoming parade, that traffic was let go too early and the entire parade was not off the highway at that time.
Liquor
Old Business
The Village now owns the old gas station on Main St. Will need to obtain a new Asbestos report and then will accept bids for the building removal.
Second phase will involve the tank removal and ground clean up.
We should receive grants for the tank removal, since we need to remove the tanks before we can determine if there is contamination under them.
New Business
Pres. Knoup has been attending meeting on the new Stephenson County Hazard Mitigation Program for flood control. The Village will need to join the program before we are eligible for any grants for flooding. We will also need to adopt the Flood Program. This Hazard program is no cost to the Village.
The board will obtain more information and bring discussion to the September meeting.
Letter of resignation was submitted by Renee stating new job and new hours which conflict with board meetings. Motion was made by Larry to accept the resignation. Motion second by Dave. Motion carried.
It was brought to the attention of the board that residents wish to have a storm siren system replaced in the Village. We will look at options available and discuss at the September meeting.
Pearl City Homecoming submitted their expense sheet for entertainment with total expenses at $930.00. In the past the Village has donated $1,200 to the entertainment. Motion was made by Larry to give the additional money with a total of $1,200 donation to the Homecoming fund for entertainment expenses.
President Knoup informed the board that Zach Kempel will not be doing the walking path around Mill pond for his Eagle Scout. The committee will look into installing a path.
