Call to order at 7:00 pm by President Knoup.
Members answering roll call: President Knoup, Todd Brinkmeier, Dave Schirmer, Jim Westaby, Dave Dixon, Larry Johnson, Jamie Melville and Cheryl Liebenstein.
The minutes from the March meeting were reviewed and accepted without dissent by Larry.

The Committee made a motion for approval to pay all bills.

The committee made a motion to transfer $5,000.00 from sales tax account to general account. Motion second by Jim. Motion carried.
Motion to approve the treasurer report as presented, by Jim.

Motion carried.
Financial Report
Jim made a motion to pay the entire Fehr & Graham bill for the construction plans for the new S. East St. at the cost of $9,401.00 with an additional smaller bill to follow. Motion second by Dave D. Motion carried.
VISITORS
Brenda Koning was present to request assistance, for an addition to their business, through TIF funding.
She estimated $30,000 for cost of the addition.
President Knoup proposed a grant program which would pay 10% of the total approved cost over a period of ten years.
If within the ten years the business closes or gets sold, the grant program would cease for that property. It was also proposed that any business would only be eligible for one grant and after the ten year payment was complete they may apply for another grant if the TIF program was still in effect.
Brenda remarked that this program was similar to Lena’s business TIF.
President Knoup noted that the program would have to go through Tom Jacob’s office for final approval and a legal write-up of the ordinance.
All board members felt it was a good start for a business TIF program.
Motion was made by Dave S. that any program we adopt will revert to this day to include the request from Brenda Koning.
Motion second by Larry with roll call vote as follows: Todd-yes, Dave S.-yes, Jim-yes, Brian-yes, Dave D-yes, Larry-yes. Let the record show, 6-yes and 0-no.

Streets & Alleys
We have an estimate of $40,000 for the new Curb and Gutter on the east side of Main St. from Devore to the post office. It was also noted that the new street may come in much lower than the original estimate and we may be able to do both projects at the same time.
WATER & SEWER
The new water books will be sent out with a 25 cent increase in effect. The committee has been requested to look at the water payment system and update the late bill structure for shut offs. It was noted that they will wait until after May when new trustees are active.
The new main has been installed on Devore St.
The water meter will be installed this week at the Elevator.
CEMETERY
No report
BUILDINGS AND GROUNDS
Clean up day reminder for May 5th from 8am to 3 pm.
Bonnell will be meeting with Rob to discuss specs for a new truck.
Police
No complaints.
Will remind officers to check on unlicensed vehicles.
President Knoup informed the board that he had a conversation with Jim Tessendorf and Jim will be cleaning up his property and removing old vehicles.
Liquor
Bo-Co took a volunteer shut down of alcohol sales for one week for serving to a minor. They will not pay their $200.00 fine until the matter is cleared with their attorney.
Yellow Creek Inn is requesting permission to block off the street again for their annual event. Jim made a motion to allow the street closure on June 8-9 with cleanup on the 10th, to allow for bands to play Friday night 8-12 and Saturday 4-8 and 8:30-12. Motion second by Larry. Motion carried.
Old Business
Jim Henry has been cleaning out items from the gas station. He is looking at April 15th for closing.
The village will be buying breakfast and lunch for those working the clean up day.
New Business
Finance committee needs to meet for Rob’s evaluation.
We have property on the north side that is in need of clean up. Board members thought that the property was being foreclosed on. Will make contacts to see who is responsible for cleanup and mowing.
