Call to order at 7:00 pm by President Knoup

Members answering roll call: President Knoup, Bob Asche, Mat Diehl, Jim Westaby, Will Backus, Dave Dixon, Larry Johnson, Jamie Melville and Cheryl Liebenstein.

The minutes from the August meeting were reviewed and accepted without dissent by Bob. Second by Jim. Motion Carried.

The Committee made a motion to pay all bills as presented with additions and corrections made. Second by Mat. Motion carried.

Jim made a motion to approve the treasurer report as presented. Second by Mat.

Jim made a motion to transfer $30,000.00 from Sales Tax fund to the General Account.  Motion second by Bob.  Motion carried.

Visitor

President Knoup reviewed the ongoing projects for Fehr Graham. The closing date has been set for September 7th for the Funeral Home.  The closing will be in Mt Carroll. Fehr Graham will award the demo bid after the title transfer. We have three properties left for the buy-out.  These are in the paperwork process and need to be completed by the end of the year.

Steve Cassell was present to inform the board that at this time the flooding is minimal.  He noted that he is under equipped for assets and has gotten donations for several pumps and sump pumps.  Steve is asking the board if the Village would be willing to buy a trailer for the pumps and supplies that he is accumulating.  He noted that Tim Maurer has an open trailer for $1,509.00.  Steve noted that he had three calls this week for water issues due to the heavy rains. Fischer Excavating will donate funds for more equipment and that he would list all equipment under “Beloved Church” so that it could be used wherever it is needed.

Dave made a motion to approve a $1,509.00 donation for a disaster trailer that would be run by the “Beloved Church” and also manned by the church. After 5 minutes there was no second on the motion.  Motion denied.

The school has not given the approval for reimbursement of TIF funds and is now due three payments to them.

WATER & SEWER

Homes with delinquent water bills have been posted. The committee is looking for a sump pump for the old lift station and has received a quote of $12,575.00 from MVP.

Motion was made by committee to accept the bid from MVP for a sump pump and valve replacements for the old lift station.  Motion second by Bob.  Motion carried.

CEMETERY

BUILDINGS AND GROUNDS

None of the buildings were affected by the high waters.

POLICE

No report

LIQUOR

Little John’s Tap is requesting permission to close the alley behind the building on September 29th for a beer garden for their Grand opening.  Jim made a motion to allow the beer garden and closure of the alley on September 29th.  Motion second by Bob.  Motion carried.  President Knoup will complete the paperwork for the Beer Garden permit.

Old Business

Board members received a copy of the ordinance for Trash/Unsightly property.  After review it was determined that the ordinance is not appropriate for the Village and the board will not move forward with this ordinance.

The board had a second reading of the Ordinance Defining and Resolving Dangerous and Unsafe Structures.  Jim made a motion to accept the above ordinance as written.  Motion second by Will.  Roll call vote as follows: Bob-yes, Mat-yes, Jim-yes, Will-yes, Dave-yes, Larry-yes.  Let the record show 6-yes, 0-no and 0-absent.

New signs for Mill Pond and new Snow Ordinance signs have been ordered.

New Business

With winter approaching we will speak with the police officers to enforce the Sidewalk ordinance.

The Historical Society will be having sales on September 22 at the Library and at Gerald Woker’s.  The Society will also advertise village wide garage sales and sign up sheets are at the Bank and Library.
