Call to order at 7:00 pm by Cheryl Liebenstein

Members answering roll call: President Knoup, Bob Asche, Mat Diehl, Jim Westaby, Will Backus, Dave Dixon, Larry Johnson, Jamie Melville and Cheryl Liebenstein.

The minutes from the July meeting were reviewed and accepted without dissent by Bob. Second by Larry. Motion Carried.

The Committee made a motion to pay all bills as presented with additions and corrections made. Second by Larry. Motion carried.

Mat made a motion to approve the treasurer report as presented. Second by Jim.

No transfer of funds needed.

Visitor

President Knoup reviewed the ongoing projects for Fehr Graham. Bids were let for the demolition of the Funeral Home. Law Excavating came in with the low bid at $ 19,600.00. Larry made a motion to accept the low bid from Law Excavating.  Motion second by Will.  Motion carried. We will be installing a ditch in front of the former building and access to the property will be by the alley located at the back of the property line. Closing for the building is August 17th and the bid will be awarded after that.

President Knoup noted that the whole Buy-Out project needs to be completed by December 12, 2018.

Heather Hough was present to present to the board the signatures of her neighbors for a chicken application.  Application approved and $75.00 fee was paid.

Marni Hart from Rock River Energy was present to discuss out options for renewing the Electrical Aggregation contract.  Marni discussed option of combining several small area villages but noted that the bottom line savings would be minimal. Our current contract is due up in February 2019.

Mat made a motion to accept the low bid from Eligio Energy, Motion second by Bob, Roll call vote as follows: Jim-yes, Mat-yes, Bob-yes, Will-No (in favor of a group bid), Larry-yes. Let the record show 4-yes, 1-no and 1-absent. (Dave left meeting early)

Rock River Energy will be sending letters to the resident to inform them of our new supplier.

 STREETS AND ALLEYS

The low spot in the new sidewalk has been fixed. Jim noted that Law Excavating will need to return and do some cleanup work.

Fischers will be in town to start replacing several drop boxes and manholes near the school. The committee made the decision to use Motor Fuel Tax money to replace Summit St from Devore St to North St. Fehr Graham will engineer the plans, but work will not start until spring.

BUILDINGS AND GROUNDS

The Community Development/Green Space committee have had a lot of public input. They set up a booth at the Corn Boil and will have another booth at the Blvd Bash where the public can bring their ideas of what to use the green space for.

There were no complaint calls during the night from the annual Rock Fest held outside at Rt 73 Brew n Chew

Old Business

Board members received a copy of the Ordinance for Demolition of Dangerous/Unsafe Structures. Tonight, was the first reading and board members can make changes and bring to the September meeting.

Board members also received a copy of the ordinance for Trash/Unsightly property.  After review it was determined that the ordinance needs to be revised.

New Business

Rob will be ordering new Snow Ordinance signs for the streets.

The September meeting will be held on Tuesday due to the Labor Day holiday.

President Knoup requested that the Fire Department have a proper procedure for evacuation and to have the help for those residents that have no nearby family or a place to stay.

Due to new funding laws within the TIF, the school needs to approve a percentage funding before Jamie can release any of their payments.  The percentage this year is similar to what they have been receiving in the past.  Jamie has three payments due to them.

President Knoup had a resident request a speed limit sign be placed on South St between Summit and the Park District to help slow down traffic in that area.
