Call to order at 7:00 pm by President Knoup.
Members answering roll call: President Knoup, Matt Diehl, Jim Westaby, Bill Eaton, Larry Johnson and Cheryl Liebenstein.
The minutes from the August meeting were reviewed and accepted without dissent by Jim.
Second by Mat. Motion Carried.
The Committee made a motion to pay all bills as presented. Second by Jim. Motion carried.
Motion to approve the treasurer report as presented, by Jim.
Second by Larry. Motion carried.
No transfer of fund needed
Financial Report
The village received $3387.00 from the state as a Motor Fuel Tax stimulus.
Received a notification from IEMA that the flood of 2010 has been closed.
Motion was made by Jim to leave the Mayor and Trustee wages as is. Motion second by Mat. Motion carried.
Visitors
Dave Visel was present regarding an easement for a drive. The County Assessor suggested that Dave buy two acres of land and sell one acre back and that the Village not get into the sale of the land near the water tower. Dave does not want to buy two acres and is requesting an easement to drive on the village land to get to his land.
Bill made a motion to approve an easement for a road on the south end of the water tower. Dave will assume cost of the easement and filing with the County. The easement may be rescinded at anytime by the Village. Motion second by Larry. Motion carried.
Maintenance Report
See attached report
Motion was made by Bill to approve Rob’s attendance and accommodations for the IRWA conference.
Geoff will be done working at the end of the month. Rob may use him for leaf pick up as needed.
Streets & Alleys
The side walk project to be let for bids by the end of the week. The state required us to make two minor adjustments to the plans.
WATER & SEWER
Received the IEPA report with minor items that need to be addressed.
CEMETERY
The committee will look into having our part time help do the mowing next summer.
BUILDINGS AND GROUNDS
We received three bids for the demolition of the old café. Low bid was $7,100.00 which does not include any asbestos removal. Motion was made by Jim to accept the low bid from Northwest Illinois Service Co of Rockford for $7,100.00 for the tear down of the old café. Motion second by Bill. Motion carried.
President Knoup will notify the title company to have the café turn the title over to the village.
Police
Larry noted that the police hours have increased. The village received a Thank You from the special agents from Texas who worked on the downtown situation with an individual.
Motion was made by Mat to donate $250.00 to the Fire department for the use of the building and refreshments while the agents were in town. Motion second by Bill. Motion carried.
Liquor
Old Business
Little John’s Tap has submitted plans for a permanent Beer Garden. The board may have to issue a temporary beer garden for the Volleyball league for their September and October games. Motion was made by Jim to issue a temporary beer garden for the volleyball league on Wednesday nights. The beer garden must be closed by 10 pm and the village has the right to permanently close it down at any time if problems arise. Motion second by Bill. Motion carried.
New Business
Nomination papers will be available September 25th for circulation.
Motion was made by Jim to accept the informational, letter written by Rock River Energy, to be sent to the residents regarding the Electrical Aggregation question that will be on the ballot in November. Motion second by Larry. Motion carried.
