October 6, 2003

Call to order at 7:00 pm by President Knoup.

 Members answering roll call: President Knoup, Todd Brinkmeier, Dave Schirmer, Jim Westaby, Larry Johnson, Dave Dixon, Brian Schiess, Cheryl Liebenstein and Jamie Melville.

 The minutes from the September special meeting were reviewed and accepted without dissent by Jim.

 The committee made a motion for approval to pay all bills.

Motion Second by Jim.

 Motion to approve the treasurer report as presented, by Jim.

Second by Dave S.

Motion carried.

 Transfer of funds-Motion made by Dave S. to transfer up to $60,000.00 from Sales to the General account. Motion second by Jim. Motion carried.

 Financial Report

 Dave S. has received a copy of a commercial TIF reimbursement for the business community. This copy is from the town of Fisher.  Dave will contact the community to obtain more information and bring a report back to the board.

The village will stripe the new Devore St. after the street has been approved and signed off.

 Streets & Alleys

Fehr & Graham have sent a payment request for partial payment to Fischer’s for the work completed on Devore St. Fehr & Graham did not give us an amount to pay, so Brian will contact them for the amount since this is a Motor Fuel Tax street.

 Brian made a motion to make the partial payment to Fischer’s with the amount to be determined by the engineering firm.  Motion was second by Todd.  Motion carried.

Rob reported that he has been using the new street sweeper.

The salt supply is ready for winter use.

WATER & SEWER

Fehr & Graham will need to come out and look at the sand filter.  There is very little flow going through. If they cannot get the filter running properly, we will put the new rock filter in that cell.

The rock filter plans have been completed and the EPA permits for the filter are ready to send out.

 The homes that are on the overdue water bills list will have a 24 hour notice given to them.

CEMETERY

 The vault was dug on the disputed stone to identify which funeral home it was from. Hermann’s funeral home confirmed that the stone had been placed on the proper gravesite.

The fill along the east side has been seeded and is now growing.

Police

 It was reported that the officers have been getting 120 hours in each month.

 Liquor

 Yellow Creek Inn has requested permission to fence in the parking lanes next to the building during the next Bear/Packer game, so that they may grill turkeys outside. John Hawes did not disapprove since he will not be open.

 Jim made the motion to allow a special use permit to use the sidewalk/parking lanes for the Bear/Packer game for outside cooking on that Sunday only.  Motion second by Larry.  Motion carried.

Old Business

Discussion regarding the TIF agreements brought forth the decision to put a program in place before any final word is given to the former owners of Yellow Creek Inn.

 The Yellow Creek Watershed committee held another meeting that Jim attended.

Every meeting will involve a different sector of people to get all involved in helping to keep the creek cleaned out.  They have applied for grant money, but will not get any decision until spring.

 The Car Show had 93 participants registered. It was held on Homecoming Blvd. this year, which seemed to work much better than blocking off the streets. The donation of proceeds will be given to the Red Cross Chapter.

A letter of appreciation will be sent to the Community Development Committee.
