Call to order at 7:00 pm by President Mat
Members answering roll call, President Diehl, Bob Asche, Bob Knoup, Mike Tichler, Cheryl Liebenstein and Jamie Melville.
The minutes from the October meeting were reviewed and accepted without dissent by Bob A. Second by Mike. Motion Carried.
Bob K made a motion to pay all bills as presented with the Westaby cement to be paid from TIF. Jamie to also move previous Westaby bills to TIF account. Second by Bob A. Motion carried.
Tim made a motion to approve the treasurer report as presented. Second by Dave. Motion carried.

Maintenance Report
Rob reported that the new tractor is in.
Visitor
Marv Edler, representing Loran township questioned why the township was not notified of the Annexation of the land south of Spahn & Rose. President Mat informed that state statutes only require the Fire District and Library be notified of annexations. Marv noted that he had no concerns with the annexation.
Derek Thompson, Fehr Graham, was present to review our ongoing projects. He noted that the underground electrical, grounding and gas service is complete at Well #3. The concrete will be waterproofed and they are hoping to see the building come in before Thanksgiving. Nicam has requested payment number 4 which we informed Derek that it was listed with our bills this month. Rob requested that Nicam install the garage door so that he can winterize pumps and store them for the winter. Derek did not feel that would be a problem since they are still waiting for the building.
WATER/SEWER
24-hour notices were put out for 6 households. 4 of the 6 notified the village and made payment arrangements. The remaining 2 will be shut off. One of the shut offs will need to be dug up.
STREETS/ALLEYS/LIGHTS/SIDEWALK
The Windhaven Street and the well house street should be completed this week.
The Lutheran Church has blacktopped their parking lot. The committee will need to look at solutions for the water run off and pooling in the alley behind the church.
BUILDINGS/GROUNDS
The new tractor is in. Rob is waiting for the mower deck to come in for it. He questioned whether to get a loader bucket for it. Sloan’s quoted another $2,500.00 for the bucket. The committee can determine if the bucket is needed. Jamie will see if we can use TIF money for the purchase.
CEMETERY
The flag pole is being worked on and Mike noted that the concrete slabs for the memorial stones will be poured.
FINANCE/TIF FINANCE
Finance committee will need to have the Tax Levy ready for the December meeting. The committee is to also review current wages and bring recommendations to the December meeting.

Old Business
The permit is here to replace the wooden walking bridge on route 73. It will cost approximately $8,000.00. It will be replaced with composite decking and make it wider than it is now. Kempel/Urish construction will not be able to do it until spring.
Prior letters and requirement have been completed for the annexation of the land south of town. Motion was made by Bob A to approve the annexation agreement written by the lawyer. Roll call vote as follows: Bob A-yes, Bob K-yes, Mike-yes, President Mat-yes. Let the record show 4-yes, 0-no and 3-absent.
New Business
The village is aware that a homeowner in Windhaven may request putting up a large shed on an empty lot. The village has not approved any prior request for sheds on empty lots.
The board will wait until a building permit is requested.
The Annual Joint TIF review meeting will be held December 6th at 6:30pm.
The Fire Department will host the Parade of Lights this year. The event will be held on December 18th. They will also be collecting toys and non-perishable items for the food pantry. Rob is requesting that odd/even parking be enforced during the parade to allow for extra room on the streets.
