Call to order at 7:00 pm by President Knoup.
Members answering roll call: President Knoup, Rusty Liebenstein, Matt Diehl, Jim Westaby, Bill Eaton, Dave Dixon, Larry Johnson, Jamie Melville and Cheryl Liebenstein.
The minutes from the June meeting were reviewed and accepted without dissent by Rusty.

The Committee made a motion for approval to pay all bills as presented. Second by Dave. Motion carried.

Visitors
Dave Visel wants to buy another acre of land from his neighbor, but Fehr-Graham says he cannot buy one acre without having adjoining land to the acre, County Ordinance says minimum is two acres. He has approached the board to see if an alternative sale with the Village is feasible. The board does not want to sell any of the land near the water reservoir for Dave to put in a drive. President Knoup would like to speak with Fehr-Graham on options of an easement or annexation of the acre Dave is interested in. Board will not make a decision tonight. Dave will be put on the agenda for the August meeting for further discussion. Motion was made by Jim to table this discussion until the next meeting. Motion second by Larry. Motion carried.
Travis Voss, President of the Park Board was present to re-open the communication with the Village board. Travis is seeking input from all the organizations to help better the Village and to see what the Park District can do to make this happen. The board discussed Lion’s Park and the Park District about options of the use of the land. Travis thought the Park Board would do some type of survey for the district residents to get more input from the general public. He noted that they are trying to get more use out of their facilities by offering sports camps.

Streets & Alleys
The tube on Dori St. has been repaired along with the installation of the tube at the Park District. The tubes near the Co-op have been extended and it was requested that the Co-op furnish seed and fertilizer for the landscaping.
WATER & SEWER
The water ordinance is now in effect for residential watering. The ordinance states watering on even/odd days depending on your house number. Residents may only water from 8 pm to 8 am
Motion was made by Larry to impose a fine of $50.00 per occurrence. Motion second by Dave. Motion carried. The Ordinance will be updated with the current fine amounts.
Dave will follow up with the State’s Attorney regarding the well capping. The requested 90 day review is now done and we should be getting more information on the issue.
Dave will also look into a payment reduction for the Water bills if paid on a yearly basis.

Police
Larry noted that the police hours will be increased. In 2005 it was voted on to increase the hours from 120 per month to 140 per month. Lately we have not been close to 140 hours. Fred will hire several more part time officers to increase the coverage and to help cover hour between 3 pm to 6 am.

Old Business
The Village and the Fire Department will now share the expense of copy toner and paper for the main printer.
New Business
The board has received a press release for the burning ban county wide.
President Knoup requested that the Fire trustees initiate fines to cover manpower and truck use for individuals who continue to burn and need to call the fire department during the county wide burn ban.
The board has received a new 50 year contract from NiCor. The contract states that NiCor has a bond fee for $250,000 and any legal fees, if needed would be charged to NiCor. The contract also states that if NiCor digs they have 30 days to fill and seed. If not completed in 30 days the village has the right to hire the job out and bill NiCor the expense.

The board has not heard any more from the buy-out grant.
The downtown sidewalk plan is in Dixon for review. Fehr-Graham hopes to have the plan back and bid letting done in August.
President Knoup has not heard any feedback on the old Café demolition.
The Fire Department has noted that they would like to bring back the Feather party. Looking at options for alcohol services. It was noted that they would have to use one of the businesses to serve alcohol under their license.
