Call to order at 7:00 pm by President Knoup.

 Members answering roll call: President Knoup, Mat Diehl, Rusty Liebenstein, Bill Eaton, Dave Dixon, Larry Johnson, Jamie Melville and Cheryl Liebenstein.

 The minutes from the December meeting were reviewed and accepted without dissent by Larry

The Committee made a motion for approval to pay all bills as presented with additional bills added.

Maintenance Report

Began picking up Christmas trees and will take down decorations as early as next week.  The water main break on North Main has been repaired and will be charged to Fehr – Graham. In process of transferring files from old computer to new one.  Updating cemetery files.

 Committee will meet briefly to outline the bid specifications for mowing.

 BUILDINGS AND GROUNDS

The committee has purchased a new wireless copier which will be kept in the meeting area so that the Fire department will have access to use.

 Police

There has been continuing complaints over dog nuisance and barking between individuals.  Fred is monitoring the situation. 

Solicitation permits need to be re-evaluated.  President Knoup is requesting that the police officers fill out solicitation permits and perform the background checks at the same time.

 Members suggested no soliciting at all in the village.  Committee will check on permit use in other areas and what they do for companies such as Swan’s. Motion was made by Larry to have the police officers issue permits and do a background check on the individual sellers.  Ordinance will be amended to include officer’s issuance and background check, along with yearly fee of $50.00.  Any person caught without a permit is subject to a $200.00 fine for a first offense and repeat offense of $500.00.  Motion second by Bill.  Motion carried.

Old Business

The attorney and the bank are still working on a deed for the Village’s portion of the building.

The flood insurance program is looking at the GT Auto site.  May have to do major work on the site due to fill that was trucked in during construction.  We have hired an engineer to work with IEMA regarding this issue. We cannot get into the program until this issue is resolved and meanwhile we have a March 1st deadline for all paperwork to be completed and filed with IEMA.  President Knoup will check on the March 1st deadline to see if it can be delayed until this issue is resolved.

IEMA has not given any details as to what will need to be done to fix the site.

The village has begun to see some money from our insurance for flood replacement items.

The insurance adjuster will need to go over the whole village again for a detailed list of insurance as Jamie found items that were not listed as being covered.

Rob had 48 hours of overtime for December for snowplowing and holiday pay.

He was reminded to take the Friday or Monday as a holiday if the holiday was on Saturday or Sunday.

 New Business

 President Knoup reported that Yellow Creek Designs (Sew Many Antiques) received notice that they have been named, one of the TOP TEN in the nation for their store, in the largest quilt magazine. Check out their website for more information and to pre-order the magazine.

The Village website needs to be completed.  Several members will meet and continue working on the site to get it completed.

The board may want to look into the phone system for mass messaging like the school uses to alert residents of water main breaks, power outages, etc.

Board members received phone calls on the last water main break, but many did not know what was going on at the time of the calls.
