Call to order at 7:00 pm by President Mat

Members answering roll call, President Diehl, Tom Smargiassi, Angie Niehaus, Mike Tichler, Kirk Knoup, Tim martens and Cheryl Liebenstein.

The minutes from the September meeting were reviewed and accepted without dissent, by Tim. Second by Kirk. Motion Carried.

The committee made a motion to pay all bills as presented, with two additional bills added.  Motion second by Tom.  Motion carried.

Angie made a motion to approve the treasurer report as presented. Second by Kirk. Motion carried.

Maintenance Report

Visitor Fehr Graham was not present at the meeting.  President Mat noted that Derek is expecting triplets and will not be available throughout the winter months.  He will send another person to our meetings as needed.

Fehr Graham is looking at numbers to fix/replace the two runoff drain pipes on Walgren Road.

We are still waiting to get a meeting with Joe Fischer to fix the problem area on North St.

Streets and Alley committee needs to bring recommendations for street maintenance so we can get estimates and be ready for spring work.

Nicole Hass was present to speak with the board on the Greater Freeport Partnership. Nicole works with tourism in the County. She noted that resources are available. Enterprise Zone allows for new industry/business to come in and they will take off sales tax from all building materials and give tax rebates for a period of time. Specific to each individual contract. This is also open to residential and they will help market new subdivisions with the help of Data Service which includes vehicle/traffic counts.

The Partnership has help for small businesses such as individual and group training courses.

Nicole said that Stephenson County is looking for large parcels of land for industry.

Nicole will also add Mill Pond Campground to their yearly magazine.

FINANCE/TIF FINANCE

Reminder that our Tax Levy is due for the December meeting.  We received a bill from Oconnor Brooks.  We will hold that bill until Jamie has received all the paperwork from them.

WATER/SEWER

The village has two hydrants that need to be replaced or repaired. Will get estimates.  There are three notices that will be given out for late payments of water bills.

STREETS/ALLEYS/LIGHTS/SIDEWALK

CEMETERY

Angie reported that the new entrance sign is up. She also noted that cemeteries are being audited and the auditor will advise us on items we do not have in place. We will not do anything different until we know what the auditor says.

 POLICE

Fred recommended that we give a donation to the Stephenson County Reserves for their help with the Boulevard Bash parade. Tom made a motion to donate $250.00 to the Stephenson County Reserves.  Motion second by Angie.  Motion carried.

President Mat said that purchase of a used vehicle for the Police Department will not have to go out for bids.

President Mat noted he went to a Meet and Greet for Tony McCombie, State Representative. After speaking with area mayors President Mat will begin to get more involved with the Northern Illinois Mayor Association.

There is a light that needs to be replaced on Breezeway Dr. Rob can report this electronically.

 Our Com-Ed representative, George Gaulrapp, requested a letter of support from President Mat. Mat informed George that he did not have sufficient time to prepare and review the information for the item of support.

Josh from Freeport Gill’s Disposal has informed Jamie that they will give each residence a garbage bin and recycle bin for free.  He is asking us to update our contract a year early.  Gill’s will not reduce garbage cost if we do not use the bins. We do need to find out if this is required use by all residents. President Mat noted that if we wait another year, we may not get the bins for free at that time. The bins will have serial numbers that correspond to the house address and not the homeowner. Board members are asked to get the word out and see what the residents think about it.  The bins are large and take up space, but both bins are on wheels for easy maneuver. Decision will be made at our November meeting.
