Call to order at 7:00 pm by President Knoup

Members answering roll call: President Knoup, Bob Asche, Mat Diehl, Will Backus, Dave Dixon, Larry Johnson, Jamie Melville and Cheryl Liebenstein.

The minutes from the January meeting were reviewed and accepted without dissent by Bob. Second by Larry. Motion Carried.

The Committee made a motion to pay all bills as presented with changes. Second by Bob. Motion carried.

Mat made a motion to approve the treasurer report as presented. Second by Larry.

Committee made a motion to transfer $18,000.00 from the Sales Tax fund to the General account.  Motion second by Mat.  Motion carried.

Financial Report

Mat noted that the Police and Rob’s wages were increased effective January 1st. Dave made a motion to increase the part time snow removal wage from $12.00 to $12.50.  Motion second by Mat.  Motion carried.

Maintenance Report

Rob reported that the main well is out of service.  Lyons Well and Drilling will be here Tuesday to pull the pump.  Rob did make a trip to Rockford to pick up supplies needed for the backup well. Rob also purchased a new pump.

Rob had a water main break that affected 3 homes.  He noted that we will have to look at replacing several water lines in Pearl Side subdivision.

Visitors

Fehr Graham was not available for the meeting and President Knoup updated the board members on the current projects. We are in the process of closing on the next 4 homes in the buy-out. Title closing will be February 22 and cost approximately $525,000.00.  Demolition of these 4 has been bid and bids will be opened February 28th with approval at the March meeting. We have 5 remaining homes after this closing and 5 homes that have not been approved yet. It will be approximately 5 weeks after demolition before we close on the next 5 homes.

Deb Holmes was present to request the board to reconsider putting a street behind their home. She did not want semi traffic behind her house and thought this traffic was too close to the school. President Knoup informed her that he has not seen any plans for the street and that the actual closing date on the Legion property was not until March. If and or when a street would be considered there will be a public meeting to discuss.

 STREETS AND ALLEYS

President Knoup met with Fehr Graham to discuss the water ponding on the new sidewalks. Fehr Graham was also putting together estimates for a new street to run behind the old Legion Hall to service semi traffic.  This would have to be done per permit only.  President Knoup has set an all committee meeting with Fehr Graham for February 21st at 7 pm.

Due to the ongoing projects and cost of projects we will not be committing to any annual street maintenance for 2018.

WATER & SEWER

Jim and the committee will research the replacement of the older water mains in Pearl Side subdivision.

New Business

The Fire District trustees are looking at bringing in a full time EMT for the day shift. Larry inquired whether the village would be interested in splitting his work load with the Fire department when he is not running calls. President Knoup noted that we could use TIF money for an inter-governmental agreement. The village could use him as a second maintenance person.  Larry noted that the Fire District has a meeting on Wednesday evening to discuss and he will bring more details to the next meeting.

 The board discussed looking at an ordinance regarding building hazards on property within the village.  Board members will look at area towns and the type of ordinances they have and discuss at the March meeting.

Bob made a motion to give the printer to the Fire Department as village employees do not use it. Motion second by Dave. Motion carried.  The Fire department will maintain it and will allow us to use it if needed.
