Call to order at 7:00 pm by President Knoup

 Members answering roll call: President Knoup, Bob Asche, Mat Diehl, Will Backus, Dave Dixon, Larry Johnson, Jamie Melville and Cheryl Liebenstein.

 The minutes from the November meeting were reviewed and accepted without dissent by Bob. Second by Larry. Motion Carried.

 The Committee made a motion to pay all bills as presented with changes. Second by Bob. Motion carried.

The committee made a motion to pay the Fisher partial bill from TIF fund.  Motion second by Larry.  Motion carried.

 Mat made a motion to approve the treasurer report as presented, by Jim.

Second by Larry. Motion carried.

 Mat made a motion made to transfer $8,000 from Sales Tax account to the General fund.  Motion second by Larry.  Motion carried.

 Financial Report

Mat reviewed the Tax Levy and noted that he raised the funds by 4% from last year.  Jon Schubert, auditor, made adjustments to funds and gave a final approval.  Mat made a motion to accept the Tax Levy as presented.  Motion second by Larry.  Motion carried.

Mat suggested that the village buy Jamie and Cheryl their own laptop for the clerk and treasurer duties instead of them using their own.  Larry made a motion to purchase two laptops.  Motion second by Bob.  Motion carried.

STREETS AND ALLEYS

The plows are ready for snow.  The Summit St sidewalk is complete.  Rob will paint the curb and parking lanes this spring.

 BUILDINGS AND GROUNDS

The roof has been replaced on the building at the water reservoir.

The truck will need new tires.  Home Town Motors has priced them at $388.26

 Police

The intake manifold has been replaced on the squad car.  There are several more repairs that need to be done. Larry will estimate the cost from Barry’s Collision.  We will need to look for grants for a new vehicle.

Liquor

Motion was made by Will to approve a request from Rt 73 Brew n Chew to extend the New Year’s Eve hours (December 31) to 2 AM. Motion second by Bob.  Motion carried.

 Old Business

The Walking Path has been staked out but Joel Kempel has not looked at his portion yet.

Mat made a motion to add a fine price to the sidewalk ordinance set at $50.00

(Same as grass ordinance). Motion second by Dave.  Motion carried.  This item will be added to the original ordinance.

We had several inquiries regarding ditch water flow in the subdivision when we begin the new sidewalks in the spring. President Knoup noted that we will have a public meeting with the homeowners before any work will begin.

New Business

The Girl Scouts will be selling cookies in town beginning in February.

Notice was given by Mediacom that they will be raising rates.

We had a question regarding any ordinances for cats roaming.  Our leash law is for both cats and dogs.

Dave will be setting up a meeting with Northern Illinois Development to come and speak to the board regarding planning for village growth.

Motion to go to Executive Session at 8:00 by Mat, Second by Larry.

Out of Executive session at 8:15.

 Larry made a motion to give Rob a 3% raise effective 1-1-17.  Motion second by Bob.  Motion carried.

 Motion was made by Dave to give the Treasurer and Clerk a $500.00 dollar increase in base salary effective 2-1-17. Motion second by Larry.  Motion carried.

 Clerk - $3,800 to $4,300

Treasurer - $4,200 to 4,700
