Call to order at 7:00 pm by President Mat. Members answering roll call, President Mat, Tom Smargiassi, Angie Niehaus, Mike Tichler, Dean Wright, Jamie Melville, and Cheryl Liebenstein.

The minutes from the November meeting were reviewed and accepted without dissent, by Dean. Second by Angie. Motion Carried.

Dean made a motion to pay all bills as presented, with the following adjustments. Remove the Gill’s charge for stickers. Add the final payment to Helm Civil for the South St work, with $100,000 to be paid by Motor Fuel Fund and the remaining $7354 out of the General Fund.  Motion second by Tom.  Motion carried.

Mike made a motion to approve the treasurer report as presented. Second by Angie. Motion carried.

No transfer of funds needed.

Maintenance Report

Dean made a motion to approve Gary Crackenberger for winter plowing.  Motion second by Mike.  Motion carried.

FINANCE/TIF FINANCE

Dean made a motion to approve the Tax Levy as presented.  Motion second by Tom with roll call vote as follows: Mike-yes, Tom-yes, Angie-yes, Dean-yes. Let the record show 4-yes, 0-no and 2-absent.

WATER/SEWER

Rob noted that the mapping has been downloaded to the program and that the program is working well.

STREETS/ALLEYS/LIGHTS/SIDEWALK

BUILDINGS/GROUNDS

Monroe trucking gave Rob a quote for a new box/Plow on the 2015 Chevy. The quote was for $25,000. We will not do anything until spring as we need both trucks for snow removal.

Rob is looking for more bids for a Zero Turn mower.

CEMETERY

POLICE

Tom informed the board that Fred has requested a signal boost for the Police Bay. Beginning January 1, they will need to wear the body cameras and will have to download the data after each shift. The officers cannot get a signal inside the police bay.  Mat will speak with Nate Pickard about getting a booster.

The board has approved the publishing of the police cell phone number for non-emergency calls. 815-291-9545. This number is to be used for non-emergency only. You may call the number at anytime but be aware it will go voice mail as we do not always have an officer on duty.  The officers will check the voice mail every shift that they work.

The village does not have any ordinance to address the issue of excess vehicles/mowers in the yard. Board members are more concerned with the operation of a business in a residential area. The board has suggested that Fred speak with the homeowner and that the committee continue to work on ordinances.

Old Business

The board will need to determine if the Historical building will have their own rate for water and sewer. We have time as they will not open until fall 2025.

We will need to monitor the electric cost at the campground.  It was also discussed whether we should even allow campers during the winter months due to possible breakage of our water hookups.

President Mat informed the board that Bob Knoup has picked up the Durango and was given the title.
