Call to order at 7:00 pm by President Mat
Members answering roll call, President Diehl, Bob Asche, Bob Knoup, Dave Dixon, Cheryl Liebenstein and Jamie Melville.
The minutes from the July meeting were reviewed and accepted with correction made on page 2 to change Civil to Helms Group, by Bob A. Second by Dave. Motion Carried.
Committee made a motion to pay all bills as presented. Motion second by Bob A. Motion carried.
Bob A made a motion to approve the treasurer report as presented. Second by Dave. Motion carried.

Maintenance Report
Rob reported that he got a quote for $2,185.00 to change the buildings to a key fob entry.
Visitor
Tom from First Net Technology was present to inform the board of a cellular network for first responders and city government officials. Their company went live in 2017 and they offer unlimited data, no contracts and no termination fees. The cost of is about half of what the village pays for US Cellular. Tom noted that he can bring in equipment and let the village do a demo test for 30 to 60 days. Bob K made a motion to do the Demo test with new phones. Motion second by Dave. Motion carried.
Fehr Graham updates: Nicam has submitted the final pay request for the Well House project. This payment does not include the 10% retainage fee. Brian will be here Wednesday to complete the SCADA training and wrap up the testing.
Walgren Road project: IDOT is requesting hydro testing which Fehr Graham will complete and send to them.
Main Looping: The bids have been let and bid opening will be August 23. This project should be completed this year yet.
FINANCE/TIF FINANCE
The campground has received a $2,240.00 donation to help cover the cost of water hookups to each site.
WATER/SEWER
We have about a dozen residents that will receive shut off notices for past due water bills. The village will need to look into alternative recycle bins since they are not available and Gill’s Disposal cannot find any other source to get them.
Motion was made by Bob K to approve the estimate from Nathan Pickard for the key fob installation on the Maintenance building, Both well houses and the Radio building. Motion second by Bob A. Motion carried.
STREETS/ALLEYS/LIGHTS/SIDEWALK
The supplies for the walk bridge will be ordered. President Mat chose black and grey for the deck and rail color.

POLICE
There has been a complaint of tall weeds along the creek line that is private property. Officers will address the complaint.
LIQUOR
Old Business
The Historical Organization would like to make changes to the Sales agreement that our attorney drew up. They would like to see a no time limit on the soil contamination clause. The attorney had written a 2-year time limit. Board members agreed with the no time limit as the village had the soil tested when we did the demolition of the old café building. Our attorney also suggested that we pass an ordinance for the sale of the lot. Bob K made a motion to approve the ordinance, as written by our attorney, for the sale of the property at 126 S Main St. Motion second by Dave with roll call vote as follows: Bob A-yes, Bob K-yes, Dave-yes, President Mat-yes. Let the record show 4-yes, 0-no and 3-absent. Motion was made by Dave to approve the requested change, from the Historical Organization to the Sale Agreement of the lot. Motion second by Bob A. Motion carried.
The building permit fee will be waived when the Historical Organization begins work on the lot. They will still need to fill out a Building permit.
New Business
Motion was made by Dave to accept the Oconnor Brooks agreement to retain their accounting services for this fiscal year. Motion second by Bob K. Motion carried.
The September meeting will be held on Tuesday September 6th due to the Labor Day holiday.
